SUBJECT: Award Bid — Single Axle Dump Truck with Plow and Sander
MEETING DATE: December 16, 2002
BACKGROUND: The fiscal year 2002/2003 Special Street Maintenance budget includes an
appropriation of $81,500.00 for the replacement of plow truck #335, a 1972 model truck. See attached
photo. A total of six bids were received, one of which was faxed and determined to be non -responsive.
Two bids are within the available budget: Western Star Trucks at $71,765.00 and Missoula Truck Sales at
$76,995.00. Both bids were determined to be responsible and responsive. The bid tabulation is attached.
The Public Works Superintendent recommends purchase from Western Star. In addition, we recommend
that the purchase include a stronger dump body and a stainless steel sander. These additions will add
greatly to the service life of the unit and should at least triple the life of the sander unit. Total cost of the
recommended purchase is $75,505.00, which is less than the budget and $1,490.00 below the next low
bid.
RECOMMENDATION: Award bid for a single axle dump truck to Western Star Trucks based on a low
bid of $71,765.00 plus $900.00 for a stronger dump body and $2,840.00 for a stainless steel sander unit,
for a total of $75,505.00. This is $5,995.00 less than budgeted.
ACTION REQUESTED: AT CITY COUNCIL MEETING OFDECEMBER 16 — MOTION TO
AWARD BID FOR A SINGLE AXLE DUMP TRUC%TO WESTERN STAR TRUCKS OFHELENA,
MONTANA.

Re: Bids — Single Axle Dump Truck w/Snowplow & Sander
The City of Kalispell received seven (7) sealed bids on December 3, 2002 for a single
axle 33,000 GVW truck with dump body, snowplow and sander. Husky International had the
high bid at $89,216.78 and the low bid was with Western Star Trucks out of Helena at
$71,765.00. Western Star Trucks met all the minimum specifications.
After reviewing the bids, I recommend we upgrade the options of the sand spreader and dump
body.
The HDSA (Brawny) dump body made by Henderson is Western Star's economy type
box. It would be my recommendation to upgrade to the stronger Henderson Mark 2 dump body
package at an additional cost of $900.00. I also recommend that the Henderson FSH sand and
salt spreader be upgraded to the Henderson FSH-III material spreader in 304 stainless steel at a
cost of $2,840.00. The addition of the two options would increase the life of the equipment and
should triple the service life of the sander
The cost of the upgrades would bring the total cost to $75,505.00 that is $1,490.00 less
than the 2"d lowest bid of $76,995.00 from Missoula Truck Sales.
It is my recommendation the City approve the purchase of the Single Axle Dump Truck
w/Snowplow and Sander from Western Star Trucks with the upgrade options.

The suspension and brake system is worn out. The transmission does not
shift properly and parts are difficult to locate for a 30-year-old vehicle. The
body is very badly rusted. In the last 10,000 miles we have spent $3,012.50
on repairs.
