E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
1. Resolution 4691 - Designating Glacier Bank as Depositor
of the City
This resolution designates Glacier Bank as the depositor
of the City of Kalispell and authorizes the City Manager,
Finance Director and Assistant Finance Director to
execute checks.
2. Resolution 4692 - Glacier Village Greens Assessments
This resolution sets City assessments in Glacier Village
Greens for homeowner parkland based on the average amount
per residential lot.
3. Ordinance 1415 - Zoning Request - J&F Construction - 2nd
Reading
J&F Construction has requested a zoning designation of R-
3, Residential, on approximately 25 acres on the north
side of Three Mile Drive about one half mile from its
intersection with North Meridian Road. Ordinance 1415
passed on first reading April 1st.
4. Ordinance 1416 - Adopting Uniform Building Codes - 1st
Reading
Each time the State amends the Administrative Rules of
Montana, Kalispell must adopt the changes in order to
maintain its certification to enforce building codes.
5. Ordinance 1417 - Adopting Uniform Plumbing Codes - 1st
Reading
The State has also amended various sections of the
Administrative Rules of Montana relating to plumbing
codes and the City is required to adopt those changes
also.
6. City Attorney Appointment and Waiver of the Residency
Requirement for the City Attorney

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the
Council, at the time designated in the agenda or as
directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an
audible tone of voice for the record, and unless further
time is granted by the Council, shall limit the address
to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body
and not to any member of the Council or Staff.
C. No person, other than the Council and the person having
the floor, shall be permitted to enter into any
discussion either directly or through a member of the
Council, without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through
the Presiding Officer.
