SUBJECT: CDBG Planning Grant for Wastewater Treatment Plant Expansion
MEETING DATE: April 1, 2002
BACKGROUND: The City's advanced wastewater treatment plant will soon undergo a comprehensive engineering
analysis from which will be developed a preliminary engineering report (PER) recommending the size and type of
facilities necessary to expand capacity. This will be done as an addendum to the current facility planning contract.
The scope of this work has been developed and it is clear that the work required will exceed our original cost
expectations for the PER The total cost of the work is now estimated at $127,875.63. The Public Works Department
previously applied for and was notified that it had received a $10,000.00 DNRC Resource Planning Grant to
partially fund this work. When it became apparent that costs would be greater than anticipated we sought additional
grant funding sources to defray these expenses.
The City's Community Development Department has prepared for us a CDGB planning grant application
in the amount of $20,000.00. We are confident our application will be accepted. This additional grant funding will
fully cover the additional cost of work for the PER.
RECOMMENDATION: Public Works recommends approval of Resolution 4690.

RESOLUTION NO. 4688
A RESOLUTION AUTHORIZING AN APPLICATION TO THE MONTANA DEPARTMENT OF
COMMERCE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT TO PROVIDE PLANNING
DOLLARS TO PROVIDE A PRELIMINARY ENGINEERING REPORT FOR THE KALISPELL
ADVANCED WASTEWATER TREATMENT PLANT.
WHEREAS, the City of Kalispell is applying to the Montana Department
of Commerce for a Community Development Block Grant Planning
Grant to provide $20,000 in funds to prepare a Wastewater
Treatment Facility Plan (Preliminary Engineering Report) to
plan for development and upgrade of the existing Kalispell
Advanced Wastewater Treatment Plant through 2025, and
WHEREAS, the total cost of the Preliminary Engineering Report is
estimated to be $127,875.63, and
WHEREAS, the City of Kalispell has already budgeted $97,875.63 of
Wastewater Treatment Plant funds towards the Preliminary
Engineering Report, and
WHEREAS, the City has received a $10,000 DNRC Resource Planning Grant
to be used for the Preliminary Engineering Report.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to
the regulations, statutes, terms and conditions
described in the CDBG Certifications for
Application.
SECTION II. That the City Manager is authorized to submit on
behalf of the City of Kalispell, the CDBG Planning
Grant to the Montana Department of Commerce and to
provide such other additional information as may
be required.

SIGNED BY THE MAYOR THIS 1ST DAY OF APRIL, 2002.
