Kukulski, City Manager Resolution for A CDBG Planning Grant Application On Behalf Of the Glacier Performing Arts Center, Inc. April 1, 2002 BACKGROUND: Montana Department of Commerce is accepting applications for planning grants to assist local governments in preparing plans, studies, analyses, or research in specific areas related to community development. The grants can be used for a variety of planning activities including initial planning necessary to get a project underway or to conduct other important community planning activities. Only local governments may apply for these funds; however, as in other MDOC grants, the city has the ability to act as a conduit to pass the funds through to a non-profit organization. The Glacier Performing Arts Center, Inc. has been approved by the State to be 501(c)3 non-profit compliant. The group earlier retained ArtsMarket,hrc. out of Bozeman to conduct a feasibility which was completed in January 2002. ArtsMarket, Inc. recommended in their study that the facility include: ➢ A 1,500-1,700 seat main performing arts hall, suitable for symphonic use, touring productions and other performing arts and entertainment. ➢ A versatile smaller hall, in the 150-250 seat range that can be used for theater/theatrical reviews, recitals and dance, and can double as rehearsal space. ➢ Classrooms and/or studio space, as possible given the configuration of the building, to maximize education opportunities for the facility and its user organizations. ArtsMarket, Inc. recommended a downtown location to maximize economic impact of the facility and its activities, noting that as much as 75 percent of the economic impact of performing arts is off -site in spending related to the event. It was also noted that many cities throughout the United States have successfully used art facilities and related cultural districts as economic development tools and anchors for downtown businesses and development. The CDBG Planning Grants have a maximum ceiling of $20,000 per grant for 2002 and require a dollar -for -dollar match. RECOMMENDATION: The City Council pass a resolution that will authorize the City Manager to sign and submit a CDBG Planning Grant application in the amount of $20,000 and contribute up to $5,000 in Program Income as part of the match requirement. FISCAL IMPACT: As a result of the planning study, a facility of the proposed size could generate an investment in the community of $7 to $15 million. ALTERNATIVES: As suggested by council. Kukulski, City Manager RESOLUTION NO. 4687 A RESOLUTION AUTHORIZING AN APPLICATION TO THE MONTANA DEPARTMENT OF COMMERCE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT TO PROVIDE PLANNING DOLLARS FOR THE PERFORMING ARTS CENTER. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant Planning Grant to provide $20,000 in planning funds for the Glacier Performing Arts Center, Inc., and WHEREAS, the City of Kalispell will be contributing $5,000 towards a $20,000 match requirement from funds generated through Program Income; and WHEREAS, the City of Kalispell has the legal jurisdiction and authority to transfer grant funds to the Glacier Performing Arts Center, Inc. which has been incorporated in the State of Montana with the authority to be compliant as a 501(c)(3) organization. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions described in the CDBG Certifications for Application. SECTION II. That the City of Kalispell agrees to contribute $5,000 of Program Income funds towards the required $20,000 match that the Glacier Performing Arts Center, Inc. must provide. SECTION III. That the City Manager is authorized to submit on behalf of the City of Kalispell, the CDBG Planning Grant to the Montana Department of Commerce and to provide such other additional information as may be required.
