Permission to Prepare a CDBG Housing Application

The Community Development Department has worked in tandem with both
Flathead County and the Glacier Affordable Housing Foundation (GAHF) to.
provide down payment and closing cost assistance to approximately 60 first
time home buyers. We have the opportunity to apply for limited funding
through the Community Development Block Grant Program to assist an
additional ten families to purchase homes anywhere within the city limits.
Based on limited matching funds from GAHF and the reality that competition
is so fierce for the limited CDBG funds, staff believes the City could receive
funding in the amount of $300,000 plus $30,00%administrative fees to assist
ten additional first time home buyers. This will enable the City to keep the
FTHB Program active until such time as the spring HOME grant cycle starts.
RECOMMENDATION: Staff is recommending the City Council pass a resolution to authorize the
Community Development staff to prepare a CDBG grant application and set
the date of October 6, 2003 for a public hearing on the submission of the
application.
FISCAL IMPACT: GHAF is pledging $40,000 as leveraged dollars for the $300,000 CDBG
funding. The Community Development Department will be able to receive up
to $30,000 to cover the administration of the grant.

RESOLUTION NO. 4834
A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO
THE MONTANA CDBG PROGRAM AND SETTING A DATE FOR A PUBLIC
HEARING.
WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce
for a Community Development Block Grant (CDBG) in the amount of
$300,000 and $30,000 in Administration funds for the First Time Homebuyer
program.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the
regulations, statutes, terms and conditions for the Application.
SECTION 11. That Chris A. Kukulski, City Manager, is authorized and
directed to submit this Application to the Montana
Department of Commerce on behalf of the City of Kalispell,
and to provide such additional information as may be
required.
SECTION 111. A public hearing is hereby scheduled for October 6, 2003 at
7:00 p.m. in the City Council Chambers at City Hall, 312
First Avenue East, Kalispell, Montana for the purpose of
taking public comment on the application.
