BACKGROUND: In June of this year Officer Michelle O'Neil was assigned as the
department's Community Resource Officer. In addition to her duties as our crime
prevention specialist she is a D.A.R.E. instructor. Following her assignment she was
tasked with finding a way to replace the department's failing D.A.R.E. car. She was also
told she had no money to work with.
During her search Officer O'Neil learned of the availability of a black Chrysler PT
Cruiser. Officer O'Neil, with the help of Lieutenant Paul Jacobs, was able to obtain a
commitment for half a monthly lease payment from the dealership. Officer O'Neil was
also able to obtain a commitment from local parents groups, interested in supporting the
D.A.R.E. program, for the other half of the lease. Michelle was even able to obtain a
financial commitment to pay for the equipment necessary to make the car a viable police
vehicle. Officer O'Neil and the interested parents groups are convinced that this vehicle
will serve as a great promotional tool for the D.A.R.E. program.
The vehicle's value is listed at $15,388.00 and the lease payment (to be trade from
money received from the parent groups) is $166.00 month.
RECOMMENDATIONS: The department recommends the Council approve the lease
agreement and provide budget authority for the expenditure of the monies received for
this purpose.

A RESOLUTION ACCEPTING DONATIONS FOR DISCOUNTED LEASE PAYMENTS FOR
USE OF A MOTOR VEHICLE BY THE D.A.R.E. INSTRUCTOR, PROVIDING BUDGET
AUTHORITY FOR LEASE PAYMENTS AND OTHER NECESSARY EXPENSES FOR THE
VEHICLE, AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Kalispell Police Department participates in and staffs the D.A.R.E. program, which is
a community outreach effort providing education to area students; and,
WHEREAS, the Kalispell Police Department has been offered a Chrysler PT Cruiser automobile for
use by the D.A.R.E. program, through discounts and donations from private parties; and,
WHEREAS, such transfer of property without consideration is not fully effective until such time as the
City of Kalispell formally accepts such gifts and donations and establishes budget
authority therefor; and,
WHEREAS, the City has the resources to maintain the above described vehicle which will enable the
D.A.R.E. program to continue operations within the City of Kalispell; and,
WHEREAS, it is in the best interests of the City of Kalispell and its citizens that the D.A.R.E. program
continue with private assistance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL
AS FOLLOWS:
SECTION I. The Chrysler PT Cruiser automobile which has been provided for use by
the Kalispell Police Department's D.A.R.E. program through discounts
and donations is hereby accepted, to be used and maintained by the City
of Kalispell D.A.R.E. program.
SECTION IL Budget authority to accept a donation in the amount of $15,388 and
$1,500 for debt service and apply the same for normal expenses in
operating the vehicle by the D.A.R.E. program is hereby given for the
2003-04 budget year. Expenditures will be booked in the General Fund.
SECTION III. This resolution will become effective upon passage and approval by the
City Council.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 20TH DAY OF OCTOBER, 2003,
