Kennedy and City Council Susan Moyer, Community Development Director Chris A. Kukulski, City Manager Submittal of CDBG Grant Application October 6, 2003 BACKGROUND: The Community Development Department has worked in tandem with both Flathead County and the Glacier Affordable Housing Foundation (GAHF) to provide down payment and closing cost assistance to approximately 60 first time home buyers. We have the opportunity to apply for limited funding through the Community Development Block Grant Program to assist an additional ten families to purchase homes anywhere within the city limits. Based on limited matching funds from GAHF and the reality that competition is so fierce for the limited CDBG funds, staff believes the City could receive funding in the amount of $300,000 plus of $30,000 administrative fees to assist ten additional first time home buyers. This will enable the City to keep the FTHB Program active until such time as the spring HOME grant cycle starts. RECOMMENDATION: Staff is recommending the City Council pass a resolution to authorize the Community Development staff to submit a CDBG First Time Home Buyer Grant Application and staff to administer the program. FISCAL IMPACT: GHAF is pledging $40,000 as leveraged dollars for the $300,000 CDBG funding. The Community Development Department will be able to receive up to $30,000 to cover the administration of the grant. ALTERNATIVES Respectfully submitted, "Susan. Memo generated: September 5, 2003 Chris Kukulski, City Manager RESOLUTION NO. 4835 A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE MONTANA CDBG PROGRAM. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant (CDBG) to assist ten First Time Home Buyers within the city limits of Kalispell; and WHEREAS, on October 6, 2003, the City of Kalispell conducted a public hearing in conformance with CDBG requirements to obtain the views of citizens or community development and housing needs, and on the proposed activities; and WHEREAS, the City of Kalispell has the legal jurisdiction and authority to provide down payment and closing cost assistance to ten First Time Home Buyers within the city limits of Kalispell. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions for the Application. SECTION II. That the City of Kalispell, in partnership with Glacier Affordable Housing Foundation, commits to provide the matching funds as proposed in the CDBG application; and SECTION III. That the City Manager is authorized to submit this application to the Montana Department of Commerce, on behalf of the City of Kalispell, to act on behalf of the Kalispell and to provide such additional information as may be required.
