SUBJECT: USEPA National Award - Kalispell Wastewater Treatment Plant

The Kalispell Advanced Wastewater Treatment Plant has been in operation for eleven
years. During that time it has in the past received many state and regional awards for the
excellence of its operations and management. This year is no exception. Last month Joni Emrick,
Plant Manager, along with her senior operator Curtis Konecky attended the annual conference of
the Water Environment Federation in Los Angeles where they received on behalf of the City the
USEPA's 2003 National First Place Award for plant operations and maintenance.
This latest recognition by USEPA reflects a significant achievement on the part of Joni
and her operating staff. Many years of dedicated effort preceded this award, and it might be said
that this award is the culmination of those many years effort. But that implies the end of
something and would be incorrect. This award is recognition of a continuous and on -going
pursuit of excellence in operating and managing a critical community and regional resource. Joni
and her operating team of Curt Konecky, Phil Lauman, John Overcast, Louie Eskestrand and
Bob Piorek earned this praise for the City. I am certain their fine work will continue far into the
future. And, as a result of their work USEPA believes our wastewater treatment plant is best in
the nation. Quite frankly, we have known this for a long time. But it sure is nice to have them
agree with us.

selected to receive the Environmental Protection Agency's (EPA) 2003 national first place award for
Operations and Maintenance (O&M) Excellence in the Medium Advanced category. EPA based this
selection on the facility's demonstrated creative and cost-effective O&M practices. Presentation of this
award recognizes the achievements and heightens overall public awareness of the contributions
wastewater treatment facilities make to clean water.
EPA will present your award at the EPA National Clean Water Act Recognition Awards
Ceremony on Monday, October 13, 2003, in Los Angeles, California, during the Water Fnvironnnent
Federation's 76' Annual Technical Exposition and Conference. My staff will contact you soon to
provide more information about the ceremony and conference, and to answer any questions you may
have.
