BACKGROUND: There have not been any changes to the salary ordinance between the first
and second reading. Each year the City adopts a salary ordinance. Three changes have been
made in the proposed ordinance from the 2002 salary ordinance. First, the salaries have been
adjusted to coincide with the new AFSCME labor contract that was ratified April 21"
Second, the non -union salary ranges have been adjusted by 2.3%. The cost of living index for
the Western US (13 state western region) increased by 2.3% from January 2002 through January
2003 (see attached BLS CPI chart). The City has consistently increased the non -union pay
ranges by the CPI per the recommendation of the 1991 Long salary study. For the first time, I
am recommending we not adjust the bottom of the pay range and only adjust the top by the CPI.
We consistently find that dedicated and successful employees never move above the bottom of
their pay range. This issue is further complicated when new individuals are hired into the
organization at an equal or sometimes higher rate of pay than their counterparts who have been
with the city for many years. This action does NOT adjust anyone's actual salary or rate of pay.
The final change relates to a new title that has been added to pay grade 104 - Assistant to the
City Manager. After reviewing several executive secretaries, assistant to the city manager and
assistant city manager job descriptions, I have concluded that this title best represents the job
description that Pati Heath works within. An executive secretary typically focuses on clerical
functions with very little autonomy. An assistant city manager has very few clerical
responsibilities, often has several individuals within the organization that report to them and
they exercise equal or greater autonomy than that of a department director. An assistant to the
city manager fits in between the two that have been previously described. Pati's job description
includes clerical responsibilities but has a strong focus and requires autonomy in completing
special projects and making recommendations on how I can improve the efficiency and
effectiveness of the organization. This change in title best represents the job description and
does NOT change the current pay range or individual salary.
RECOMMENDATION: The City Council adopts on second reading ordinance 1456 the City
of Kalispell's Salary Ordinance.

ORDINANCE NO. 1456
AN ORDINANCE AMENDING ORDINANCE NO. 1412, FIXING THE LIMITS OF THE
SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND
EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING
ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES
IN CONFLICT THEREWITH.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. The salaries and compensation of City Elected Officers for the period
beginning January 1, 2003, are hereby established as set out in §I on Exhibit "A",
attached hereto and which, by this reference, is made a part hereof. Appropriations
shall be made to pay same when due.
SECTION II. The salaries and compensation ranges of City Appointed Officers,
Supervisors, and Employees for the period beginning July 1, 2003, are hereby
established as set out in §§ II on Exhibit "A", attached hereto and which, by this
reference, is made a part hereof. Appropriations shall be made to pay same when
due.
SECTION III. Longevity increments and medical insurance premiums shall be paid
as provided by law, contract or as directed by the City Council. The annual service
anniversary date for all Employees is July 1 st of each year; however, an Employee
must have at least six months continuous employment by the City before being
considered to have one year longevity.
SECTION IV. This Ordinance shall be in full force and effect as regularly provided
by law; salaries and compensation provided for under Sections III through VI shall be
paid commencing as designated in the respective sections.
SECTION V. All prior salary and compensation ordinances of the City and any
ordinance or parts of ordinances in conflict herewith are hereby repealed.
