Parking Requirements for Beauty and Barber Shops

BACKGROUND: This is the second reading of an ordinance approving an amendment
to the Kalispell Zoning Ordinance proposed by Grant Spoklie to reduce the parking
requirements for beauty and barber shops from three spaces per operator or one
space per 100 square feet whichever is greater plus one space per employee to two
parking spaces per operator.
On May 5, 2003 the Kalispell City Council approved the first reading of the ordinance.
The planning board is unanimously recommending to the city council that the
amendments be made as proposed.
RECOMMENDATION: A motion to approve the second reading of the ordinance
would be in order.
FISCAL EFFECTS: None.
ALTERNATIVES: As suggested by the city council.

ORDINANCE NO.1453
AN ORDINANCE AMENDING SECTION 27.26.050(4) OF THE KALISPELL INTERIM
ZONING ORDINANCE, (ORDINANCE NO. 1439), BY AMENDING THE PARKING
REQUIREMENTS FOR BEAUTY AND BARBER SHOPS, AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, Grant Spoklie has submitted a written request to amend Section 27.26.050(4) of the
Kalispell Interim Zoning Ordinance, by amending the Off Street Parking
requirements for Beauty and Barber Shops from three spaces per operator to two
spaces per operator, and
WHEREAS, the request was forwarded to the Kalispell City Planning Board and Zoning
Commission by the Tri-City Planning Office after having been evaluated under
27.14.030, Kalispell Interim Zoning Ordinance, and
WHEREAS, the Kalispell City Planning Board and Zoning Commission recommended that two
parking spaces be required per operator in any area that allows Beauty or Barber
Shops as a conditional or permitted use, and
WHEREAS, the City Council has reviewed the TCPO Report and the transmittal from the
Kalispell City Planning Board and Zoning Commission and hereby adopts the
findings made in Report #KZTA-03-2 as the Findings of Fact applicable to this
Ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City of Kalispell Interim Zoning Ordinance, Ordinance No.
1439, is hereby amended as follows on Exhibit "A", attached hereto
and thereby made a part hereof.
SECTION II. All parts and portions of Ordinance No. 1439 not amended hereby
remain unchanged.
SECTION III. This Ordinance shall take effect thirty (30) days after its final
passage.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL THIS 19TH DAY OF MAY, 2003.
