SUBJECT: Bids for 2003 Chipseal Project
MEETING DATE: May 19, 2003
BACKGROUND: The City obtains bids each year for chipseals and overlays of City streets.
This year the work will consist of chipseal only. Three bids were received from JTL Group,
Nupac and Conmat of Hayden Lake, Idaho. The bid from JTL was low at $74,390.00. Attached
is an analysis of all the bids. The bid from Conmat was irregular and the error resulted in a total
bid in excess of $55 million dollars. This error occurred because they erroneously placed totals in
the unit price column of the bid form. Their corrected bid would be $88,070.00, which would
place them second low.
RECOMMENDATION: Staff recommends award of the Annual Sidewalk and Curbing
Construction bid to JTL Group of Kalispell.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF MAY 19 - MOTION
APPROVING AWARD OF THE 2003 CHIPSEAL PROJECT BID TO JTL GROUP OF
KALISPELL
FISCAL EFFECTS: Expenditures of up to $74,430.00 from the Gas Tax budget.

RE: 2003 Chip Seal and Epoxy Striping Projects
Attached are the bid tabulation of bids received and opened on May 7, 2003 at 2:30 p.m. for
each of the referenced projects. Each bidder listed their contractor's license number and
each bid contained a legal bid bond.
The low bidder for the 2003 Chip Seal Project is JTL Group, Inc., Kalispell, Montana, who
submitted a low bid of $74,390.00. Staff recommends that JTL Group, Inc., be awarded the
contract for the referenced project.
The low bidder for the Epoxy Striping Project is United Rentals, Billings, Montana, who
submitted a low bid of $54,522.00. Staff recommends that United Rentals be awarded the
contract for the referenced project.
There are adequate monies in the Gas Tax Fund to finance the referenced projects within
the recommended low bids received.
