SUBJECT: Bids for Annual Sidewalk and Curbing Construction
MEETING DATE: May 19, 2003
BACKGROUND: The City obtains bids each year for the construction of sidewalk and curbing with the
intent of facilitating the replacement of these items by residents and businesses. Bids are submitted on a
unit price basis for specific items of work. For the current year a single bid was received Sandon
Construction. Attached is an analysis of the bid.
This contract will run for 18 months so that one contractor will be under contract for an entire
construction season. This change will make the construction and contracting processes simpler and should
improve the level of service for the public. The contract will be used for new installations and
replacements with a 50-50 City cost share with residents. Approximately $95,000 is budgeted for the
period July 2003 through June 2004. Therefore, approximately $190,000 of work can be completed if the
program is used to its fullest potential.
RECOMMENDATION: Staff recommends award of the Annual Sidewalk and Curbing Construction
bid to Sandon Construction of Kalispell.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF MAY 19 - MOTION APPROVING
AWARD OF THE ANNUAL SIDEWALK & CURBING CONSTRUCTION BID TO SANDON
CONSTRUCTION OF KALISPELL
FISCAL EFFECTS: Expenditures of up to $95,000.00 matched by an equal amount from residents
and/or businesses.

This contract is intended primarily for residents and businesses wishing to take advantage of the
annual sidewalk and curbing construction program. This contract will also be utilized for the
50/50 cost sharing program that was established by the City Council to encourage sidewalk
replacement by equally dividing the cost between the property owner and the City. The City has
$95,000 budgeted for the 50/50 program through June 2004.
Bids for Sidewalk and Curbing Construction for the period July 1, 2003 to December 31, 2004
were opened on Wednesday, May 7, 2003. Sandon Construction Company Inc. was the only
bidder. Sandon's bid is in order and contains the required Bid Bond.

The bid prices for 6" Sidewalk and Straight Curb are the same as the current prices. The bid
prices for 4" Sidewalk and Curb & Gutter are less than the current prices.

December 31, 2004 be awarded to Sandon Construction Company Inc.
