BACKGROUND: The fiscal year 2002/2003 budget includes a total appropriation of
$35,000.00 spread equally over four Public Works Divisions (water, sewer, storm drainage and
special street maintenance) for the update and enlargement of the City's photographic base
mapping system. This base mapping system forms the basis for the City's utility and street
mapping system from which project designs are developed and into which constructed facility
information is archived for reference when considering proposals for new development. The
system is the backbone of the Public Works Department engineering and design system. The
present data is approaching ten years old and is now seriously out of date due to the aggressive
development that has taken place in that time. In addition, the area of interest covered by the
present base data is no longer adequate for growth and development occurring beyond the edges
of the present photo and mapping data. The additional area of coverage obtained by this update
will approximately match the City's potential utility service area as defined in the growth policy.
To correct the base data deficiency, the City Surveyor prepared an aerial photography and
mapping update project and solicited proposals from qualified firms for the planned work. Three
proposals were received by the February 21, 2003 due date. All proposals were found to be
adequate in their response. The respondent firms were:
Horizons Inc. $34,350.00
Aero-Metric, Inc. $44,200.00
Western Air Maps Inc $69,800.00
The City Surveyor has recommended the update contract be awarded to Horizons Inc. at
a total cost of $34,350.00. I concur with this recommendation.

We currently have $35,000 budgeted to update and expand our Engineering Department
mapping coverage. On February 6, 2003, I solicited proposals from qualified aerial mapping
firms to provide details and scope of such services. Three firms responded by February 21,
2003, all with acceptable proposals including the following pricing:

3. Horizons, Inc. $34,350.00
I recommend we accept Horizon's proposal for $34,350.00 and proceed.

Dear Mr. Thurston:
We are pleased to furnish our proposal for aerial photography and mapping services for the City of Kalispell,
MT. Details and scope of services of our proposal are described below:
- Project Description -
The project area is described as 32 square miles in and around Kalispell, MT. All 32 square miles will be
flown and ortho-rectified. 14 sections will utilize existing DTM and the other 18 sections will be collected
for new 4' contours and DTM (no planimetrics will be collected). Options will also be given for DTM
update of approximately 640 acres and for edge of road collection throughout the 32 square miles.
This photography will be obtained with a precision mapping camera, which has a current USGS
Calibration Certificate and will be suitable for preparing the digital topographic maps described below.
The mapping boundary is diagrammed on the enclosed map. The area covered by this proposal is
approximately 20,480 acres in size. Please review this map and verify that the correct mapping boundary
is depicted. This will be the boundary used for mapping operations unless a revised digital
boundary is provided before mapping commences.
- Aerial Photography -
We will obtain aerial photography in combination with other Horizons work in the area during Spring 2003, as
soon as possible after targets are in place (ground, leaf and weather conditions permitting). The photography
will be obtained with a precision mapping camera that has a current USGS Calibration Certificate.

- Ground Control -
It is understood that the City of Kalispell, MT will furnish all targeted ground control necessary for controlling
the topographic mapping. Enclosed is a diagram showing the location of the nineteen (19) ground control
points required for this project.
NOTE: The surveyor responsible for the ground control survey shall verify which horizontal
coordinate system and vertical datum will be required by the client for any control survey
work performed in conjunction with this project. When using control information provided by
our clients, an additional charge of $75.00 per hour will be made for excess office time, if
any, to resolve problems created by the receipt of erroneous control.
The horizontal ground control survey closure shall be at least NGS Second Order Class II and vertical closure
shall be at least ±0.1 times the targeted contour interval.

Ground survey data will be supplied in final project coordinates. Horizons requires a Registered Land
Surveyor to verify ground control survey projects. Survey data for all points will be provided in a final survey
report signed by a Registered Land Surveyor and also as a digital file in standard ASCII X,Y,Z format.
- Aerotriangulation -
The aerial photography and ground control will be used in conjunction with aerotriangulation techniques to
establish a consistent horizontal and vertical datum for the area being mapped. From basic traverses to
establish secondary control, aerotriangulation will be used to supplement the targeted photo control to
produce fully controlled stereomodels.
- Map Compilation and Cartographic Edit -
Photogrammetric mapping services will be provided in the production of digital map information.
Stereomodels of aerial imagery will be viewed in 3D for the compilation of map features. Cartographic map
technicians will prepare final map files and plots according to specifications listed below.

- Orthophotography -
Digital orthophotography of the requested area will be provided in the format specked in the deliverables
section of this document. The final orthophotography will be tone -balanced and mosaicked to reduce the
visibility of seam lines between adjacent exposures of photography.
The following components will be utilized in the production of the orthophotography:
• digital images
• digital elevation model
• exterior orientation data
• camera calibration data
The orthorectification process will produce georectified imagery with correction of distortions due to relief and
tip/tilt. The orthophotography will meet National Map Accuracy Standards for the scale specified below.

In addition to the individual section based tiles we will provide two butt -matched files covering the entire area
divided along an E/W axis. It is understood that the City of Kalispell will provide the line of division.
Upon request, and at additional cost, plots containing orthophotography may be produced using LightJet
Digital Plotter technology. This high -resolution, continuous -tone imagery may be plotted in conjunction with
titleblocks, grids, contours, spot elevations and geographic annotations. Imagery may be plotted to a
reproducible mylar and/or photographic paper.
- Accuracy -
The services rendered will be performed in a manner consistent with the level of care and skill ordinarily
exercised by similar members of the photogrammetric profession of good standing. Sound and generally
accepted photogrammetric principals will be adhered to with regard to photo scale, equipment calibration and
operator experience to achieve the accuracy required by the scope of work.
The accuracy of this data presumes that there is no discernible error in the ground control survey.
The data collection procedure is designed to meet the combined requirements of National Map Accuracy
Standards and the Federal Highway Administration Standards:
90% of all contours will be within 1/2 contour interval except where obscured, and the
remaining 10% of such elevations will be within one contour interval except where
obscured.

90% of all spot elevations will be accurate within 1/4 contour interval except where
obscured, and the remaining 10% of such elevations will be within 1/2 contour interval
except where obscured.
• 90% of all planimetric features, which are well defined on the photographs, will be
plotted so that their position on the finished maps will be accurate to within 1/30" of 1"
from their true coordinate position.
Mapping areas obscured by, but not limited to vegetation and shadow, may not meet
accuracy standards. The contours in obscured areas will be drawn as dashed lines. If
spot elevations have been requested in obscured areas, they will be approximate. If the
resulting map plots and/or data files are altered from the specified scale and contour
interval either by digital or photomechanical means, there is no assurance of the map
accuracy.
The mapping procedure is designed to meet the National Map Accuracy Standard for orthophotography,
which is:
• 90% of all visible features will fall within 1/30th of 1" at final map scale.
• The remaining 10% of all visible features will fall within 1/15th of 1" at final map scale.
- Client Responsibility -
It is the responsibility of the client to field -verify the accuracy of the map information. It is also the
responsibility of the client to confirm that the map scale, contour interval and map accuracy fulfills the purpose
for which the mapping is intended.
The client further agrees to the fullest extent permitted by law, to defend, indemnify and hold Horizons, Inc.
harmless from any damage, liability or cost, including reasonable attorney fees and costs of defense arising
from any misuse or modification of the map information by the client or any other person or entity which
acquires or obtains the map information from or through the client. Nothing under the agreement shall be
construed to constitute an expressed or implied warranty.
The client's acceptance period of all map information shall be 30 days from date of transmission, after which
time the client shall assume full responsibility and sole risk for its use. Horizons, Inc.'s liability for any
inaccuracies or omitted data, resulting from work that Horizons, Inc. has performed, shall be limited to the
correction of any such inaccuracies and shall not exceed the contract value of this map.
- Project Schedule -
Aerial photography will be acquired as soon as possible after notice to proceed and ground control targets
are in place (ground, leaf and weather conditions permitting).
We estimate the final map data can be delivered within 90 days after completion of aerial photography and
receipt of ground control that meets mapping requirements.
This schedule is based upon our current projection of workload. Therefore, this schedule is valid for 90 days
from the date of this proposal. If contracting occurs after that period, the schedule will be renegotiated.
