Mr. Kukulski,
I respectfully request that Officer Scott McConnell be confirmed as a patrol
officer for the Kalispell Police Department. Officer McConnell has successfully
completed his one-year probationary period effective May 30 2003.

Officer McConnell came to us from the Montana Highway Patrol and has nearly
three years of law enforcement experience. He is a graduate of Flathead High School
and the Montana State Law Enforcement Academy.
Most importantly Scott is man of character. He exemplifies the department's
shared values of honesty, integrity, professional competence, compassion, positive
leadership and respect for the public. He is hard working, dedicated and a consummate
team player.
Officer McConnell was recently commended for his work in the arrest of a
number of juveniles who were responsible for thefts from between 50 and 100 vehicles.
He was also the officer that arrested the "tulip bandit" and he is one of the department's
statistical leaders.
Scott's conduct and performance have been above reproach and we all feel we are
fortunate to have him on the department. He is a highly professional and capable officer
who takes great pride in our agency and this city.
It is with great pride and honor that I give my highest recommendation to Officer
Scott McConnell for confirmotion by the City Council.
