Hansz, P.E., Director of Public Works SUBJECT: Award Bid — Wastewater Treatment Plant Sludge Hauling Truck MEETING DATE: January 21, 2003 The fiscal year 2002/2003 Wastewater Treatment Plant budget includes an appropriation of $120,000.00 for replacement of sludge haul truck #204, a I992 model Kenworth truck. This truck will be transferred to the Street Maintenance Division. Truck #301, a 1985 Chevrolet will be retired from the Street Maintenance Division. (See attached photo of truck #301) Bids were received from Rocky Mountain Truck Center (2 bids, $97,659.44 and $99,879.96), Kenworth Sales ($105,767.00) and Northwest Peterbilt ($109,454.00). Bid analysis showed both the offered vehicles from Rocky Mountain Truck Center not to meet specifications. The truck offered by Kenworth Truck sales was found to meet all specifications. The bid analysis is attached. Based on the bid analysis we recommend purchase from Kenworth Sales of Missoula. Total cost of the recommended purchase is $105,767.00, which is less than the budget. RECOMMENDATION: Award bid for a sludge hauling truck to Kenworth Sales based on their bid of $105,767.00. This is $14,233.00less than budgeted. Kukulski City Manager Report compiled January 9, 2003 Memorandum DATE: January 8, 2003 TO: Jim Hansz, Public Works Director FROM: Joni Emrick, WWTP Manager RE: Sludge Truck Bids We reviewed the 3 bids to determine if they meet minimum specifications. A report of our findings is attached. Only one bid, Kenworth Sales in Missoula, met all truck and engine specifications. Their bid amount of $105,767.00 is less than our budget figure of $120,000.00. Therefore we find that Kenworth Sales should be awarded the contract. January 21, 2003, Award Bid Sludge Haul Truck City of Kalispell Sludge Truck Bids Rocky Mountain Truck Center (Bid #1 = $97,474.44 plus $185.00 in options = $97,659.44) Bid #1 with Detroit Series 60 Engine: It is smaller than the minimum engine specifications. The Detroit is known for its engine control computer problems, short life span and lack of power. Therefore it is not a good engine choice. (Bid #2 = $99,694.96 plus $185.00 in options = $99,879.96) Bid #2 with Caterpillar Engine: This is a better engine choice and it does meet bid requirements. Truck Specifications: The Freightliner is a good truck but it does not meet our minimum bid requirements for the air bag suspension on the rear axles. Because of the size of our dump body the trucks are top heavy and we need the extra air bags to help control truck sway. Kenworth Sales — Missoula (Bid @ $105,097.00 plus $670.00 in options = $105,767.00) Truck Specifications: This bid meets all truck and engine specifications. Northwest Peterbilt Missoula (Bid @ $108,735.00 plus $719.00 in options = $109,454.00) Truck Specifications: This bid is our high bid, and it does not meet our minimum bid specifications in regard to the rear axle air bag suspension. We asked for an eight -bag suspension and the Peterbilt is only a four -bag suspension. The engine does meet our bid requirements. January 21, 2003, Award Bid Sludge Haul Truck Street Division #301 — 1985 Chevy Tandem Mileage — 99,235 The engine needs to be totally rebuilt, the boa does not operate properly, and the steering on this vehicle is worn out making it unsafe to drive. In the last 10,000 miles we have spent $11,650 trying to keep this truck in working condition. The shop foreman estimates it would cost an additional $8,700 to make all the repairs needed.
