SUBJECT: Woodland Park Aquatic Facility and Skate Park
MEETING DATE: February 18, 2003
BACK GROUND: The bid opening for the Woodland Park Aquatic Facility
and Skate Park project was completed on February 6, at
2:30 p.m. in City Hall. Seven responsive bids were
received for this project. This project includes installation
and construction of the new leisure aquatic facility and
skateboard park located at Woodland Park. The project
is defined as a "leisure aquatic facility and skate park"
and is intended to replace the existing Bruckhauser Pool
located in Woodland Park, Kalispell, Montana. The
aquatic facility will generally include the pool,
bathhouse, concessions, skate park & related site
development. The pool will consist of a generally
irregular configuration of approximately 11,000 square
feet of surface area and a bathhouse of approximately
8,000 square feet in area, concession, approximately
6,000 square feet of skate park and site improvements on
a site area of approximately 3.5 to 4.0 acres. Site
improvements include utilities (water and sewer main
extensions and installation of fire hydrants) required for
the operation of the pool facility, roadways and parking
within Woodland Park at the site area, and landscaping.
As you are aware, this is the second bid process and is
based upon a redesign.
RECOMMENDATION: Currently the consultants are proceeding with
reviewing qualifications of the subcontractors for
the apparent low bidder (Swank Enterprises).
When this review is completed we will forward it
to council for review, hopefully with a
recommendation for award of bid at the council
meeting on February 18`h, 2003.
FISCAL EFFECTS: The mechanism for funding the project was the
selling of bonds approved by the City voters for
the project amount of $3,675,000.00. Based on the
consultant's assessment the construction budget is
$3,144,281.00.

Dear Mike,
Architects Design Group has concluded our post -bid discussion with the apparent low bidder, Swank
Enterprises. We find no objections to the bid and are pleased to advise you that they have confirmed
their desire to execute an agreement with the City of Kalispell in the base bid amount of $2,693.000.00.
Further, to confirm our discussion regarding Alternate Bid No. 1 we understand the City will not accept
this deduction to the base bid in the amount of $9,700.00.
We are very pleased with the seven bids received. They represent a fairly significant competitive change
to the local bidding environment. This, in combination with the implemented revisions to the plans and
support by the City, has provided for a project budget that is in balance with the bonding amount.
