BACKGROUND: The 9-1-1 Committee is comprised of appointees from different agencies in
Flathead County. The number of appointees is based on roles and population represented. The City
of Kalispell has one City Council Member, and one Public Safety Chief, with the other Public Safety
Chief as the Alternate.
Fire Chief Randy Brodehl has been the Public Safety appointee, and Police Chief Frank Garner has
been the Alternate. Fred Leistiko has been the appointed council member. According to the 9-1-1
committee interlocal agreement, these roles are appointed by the City Council, so Council action is
required to make this annual change. 9-1-1 Committee officers are elected the first meeting in
January of every year, making the change in Council appointed positions most effective when they
occur on January l st of each year.
RECOMMENDATIONS: Council appoints Police Chief frank Garner as the Kalispell Public
Safety representative to the 9-1-1 Committee, and appoints Fire Chief Randy Brodehl as the
Alternate. Council agrees that this appointment will be rotated automatically every January I",
beginning January 1st, 2004. Council appoint a council Member for fill the position vacated by Fred
Leistiko.
