SUBJECT: Retirement of Lieutenant Greg Burns
MEETING DATE: December 15, 2003
BACKGROUND: On April 4, 1977 Greg Burns began his career with the Kalispell
Police Department. Greg had previously served with the United States Marine Corps and
has a Bachelor's Degree from Eastern Washington University.

Greg has worked in the patrol division and as a detective. He was the founder of our
field training officer program and he has been the Lieutenant of Detectives since 2002.
He has been instrumental in developing the major case unit and has distinguished himself
during several recent high profile investigations.
Lieutenant Burns was awarded the Meritorious Service Medal during the department's
annual award ceremony this month. A copy of the citation for the award is attached.
Lieutenant Burns will be retiring after twenty-six and one half years at the end of this
month.
RECOMMENDATIONS: The council should recognize Lieutenant Burns for his
service to the department and the community.
FISCAL EFFECTS: None.

CITATION
For meritorious service as the Lieutenant of Detectives while supervising the
George Evans Homicide.
As the Lieutenant supervising the Evans' homicide investigation Greg Burns
demonstrated superior leadership, professional competence, initiative and intuition.
In October of 2002 the Kalispell Police Department undertook one of the most
complex homicide investigations in its history. Lieutenant Burns was assigned to
supervise all facets of the investigation including the examination of evidence,
interviews, prioritizing leads, case reports and suspect apprehension.
Lieutenant Bums made all the right calls. He negotiated the arrest of the suspect
and helped build a monumental case against the killer. The teamwork of all the units in
this investigation was exceptional and was a direct result of Lieutenant Burns' leadership
and professional competence.
The direct product of your work and dedication was that the murderer was
brought to justice in this case. In just over a week after the murder the identity of the
suspect was known and he was in custody. in two weeks he was charged and in less than
one year the case was successfully prosecuted and the suspect was convicted. This was
the effort that all of us would expect if we had been the victim and it was the effort that
George Evans deserved.
The quality of this investigation was in keeping with our mission of "providing
