Hansz, P.E., Director of Public Works / City Engineer SUBJECT: Bids for Building Demolition and Parking Lot Construction Project MEETING DATE: December 1, 2003 BACKGROUND: The City has obtained bids for demolition of the old Montana Motorsports building and construction of a parking lot on the cleared site. A total of eight (8) bids were received by 2:00 p.. on November 21, 2003. Apparent low bid for this work was submitted by LHC, Inc., at $57,974.05. After review of all the bids, the bid from LHC, Inc. was determined to be a valid low bid. A full bid tabulation is attached for reference. In addition to the contract amount, land fill tipping fees of approximately $15,000,00 will also be paid directly by the City based on the total tonnage of materials delivered to the land fill. RECOMMENDATION: Staff recommends award of the Building Demolition and Parking Lot Construction bid to LHC, Inc., of Kalispell. ACTION REQUESTED: AT CITY COUNCIL MEETING OF DECEMBER 1, 2003 - MOTION TO APPROVE AWARD OF THE BUILDING DEMOLITION AND PARKING LOT CONSTRUCTION PROJECT BID TO LHC, INC. OF KALISPELL, MT, FISCAL EFFECTS: Expenditures of up to $57,974.05.00, plus land fill tipping fees, to be paid from the Parking Lot Improvements line item in the Community Development Department budget. All bids contained the required bid bond and acknowledgement of Addendum No. 1. The low bidder is EHC, Inc. with a low bid of $57,974.05. Their Bid Price Schedule did not depict the unit prices in words for each bid item. The preparer only placed the bid price in figures only. Sandon Construction Company listed the unit price extension amount in the area reserved for the unit bid price amount in words. The bid tabulation contains the intended unit prices bid for the items as listed. Settle Services' Bid Price Schedule did not depict the unit prices in words for each bid item. The preparer only placed the bid price in figures only. In addition, Settle Services total estimated bid is $86,248.00 after correcting for mathematical errors in his addition. t is recommended that t.HC, Inc., be awarded the contract for the subject project for an estimated amount of $57,974.05. As noted above, their Bid Price Schedule did not depict the unit prices in words for each bid item. This should be considered a informality and a minor technicality in the award of the contract.
