SUBJECT: Special Street Maintenance Assessments
MEETING DATE: August 18, 2003
BACKGROUND: The resolution is adopted annually to provide a levy to fund the cost
of street maintenance within the City of Kalispell. The City Council
recently passed Ordinance 1475 establishing assessments in four
categories with maximums for vacant land and large residential
tracts.
The Special Street Maintenance Budget is increased to accommodate
the former General Fund Street budget and the Traffic Sign and
Signal Budget. The increased assessment to fund these functions
will be offset by a reduction in the mill levy in the General Fund.
RECOMMENDATION: Adoption of resolution setting the Street Maintenance fees.
FISCAL EFFECTS: The City anticipates receiving $823,658 in revenue to be used for the
costs associated with the Street maintenance program.
ALTERNATIVES: As suggested by Council.

RESOLUTION NO. 4823
A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF SPECIAL
MAINTENANCE FOR THE PURPOSE OF MAINTAINING THE STREETS AND
AVENUES OF THE CITY OF KALISPELL FOR THE FISCAL YEAR 2003-2004.
WHEREAS, the assessment cost of the Special Maintenance District #1 for the fiscal year 2003-
2004 is estimated to be $823,658.00, and
WHEREAS, at a public hearing held on the 7th day of July, 2003, the City Council did consider
all objections made to said estimate and to the basis of the levy and assessment for
payment for said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That the cost of expenses of maintaining the streets, avenues, alleys
and public roads and the costs of traffic sign and signal maintenance shall be assessed
against each lot or parcel with the Special Maintenance District No. 1 as set out in
Ordinance 1475. The rates for 2003-2004 are as follows:
Category 1. $0.0086/sq.ft. Vacant land up to 2 acres
Vacant land over 2 acres $749.22 maximum
Category 2. $0.0086/sq.ft. Residential land up to 1/z acre
Residential land over %2 acre $187.30 maximum
Category 3. $0.0126/sq.ft. Commercial 90% covered
Category 4. $0.0133/sq.ft. Commercial 100% covered
Public and private parklands, as defined by Kalispell City Code 28-3-19, and cemeteries shall be
exempt from the assessment.
