Resolution 4819 - TSEP Grant ApplicationCity of Kalispell Post (Bice Box 1997 - Kalispell, Montana 59903-1997 - Telephone (406) 758-7000 Fax - (406) 758-7758 ExF REPORT TO: Honorable Mayor and City Council FROM: Chris Kukulski, City Manager SUBJECT: TSEP Grant Application MEETING DATE: August 4, 2003 BACKGROUND: Resolution 4819 verifies the City's intent to provide matching funds for a TSEP grant. The grant request is to fund the Preliminary Engineering Report for water and sewer utility upgrades in the Greenacres area. The City has been working with the homeowners' association that has been overseeing the Greenacres water system and representing the neighborhood during annexation discussions. Both sides agree that grant funding will make the transition of the neighborhood into the City a much easier process. Under the most ideal circumstances, the homeowners save money in the extension of sewer throughout the neighborhood and the City annexes an area with utilities in place that meet our standards. I will be working with the homeowners in order to gain their financial assistance in the matching funds necessary for the grant if received. RECOMMENDATION: The City Council adopt Resolution 4819, a Resolution committing the City of Kalispell to provide matching funds to the Montana Department of Commerce for a Treasure State Endowment Program (TSEP) grant Respectfully submitted, Chris A. Kukulski City Manager RESOLUTION NO.4819 A RESOLUTION COMMITTING THE CITY OF KALISPELL TO PROVIDE MATCHING FUNDS TO THE MONTANA DEPARTMENT OF COMMERCE FOR A TREASURE STATE ENDOWMENT PROGRAM (TSEP) GRANT. WHEREAS, the City of Kalispell has applied to the Montana Department of Commerce for financial assistance from the Treasure State Endowment Program (TSEP) for a Preliminary Engineering Report to evaluate the sewer and water situation in the Greenacres subdivision south of Kalispell, and WHEREAS, if awarded, the TSEP Grant requires matching funds from the City of Kalispell in the amount of $10,000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City of Kalispell agrees to comply with all State laws and regulations and the requirements described in the 2002-2003 TSEP Application Guidelines. SECTION II. That the City of Kalispell commits to provide the matching funds as proposed in the TSEP application if the grant is awarded to the City. SECTION III. That the City Manager is authorized to act on behalf of the City and provide such additional information to the Montana Department of Commerce as may be required. Pursuant that discussion I am enclosing an application for a grant for $10,000 to assist in the preparation of the PER evaluating the sewer problems in an area known as Green Acres. The City will borrow the remainder from Capital Improvement Fund. As you can see from the schedule, we will not submit the draft report or drawdown request until June 2003 for funding in July 2003 from the next budget year. Green Acres is an urban area outside the City's boundaries with a long history of onsite sewer problems. The PER will specifically identify the health problems and evaluate alternatives for correction. Annexation and extension of the City sewer would be an option.
