MEETING DATE: April 7, 2003
BACKGROUND: This is a request by Kalispell Regional Medical Center for
amendments to the Kalispell Zoning Ordinance to amend the sign standards in the H-
1, Health Care, zoning district. These amendments to the sign regulations in the H- 1,
Health Care, zoning district are intended to better accommodate the signage
associated with the new hospital campus currently under construction. A request to
amend the Planned Unit Development Agreement between Kalispell Regional Medical
Center and the City of Kalispell for the Buffalo Commons development has been
submitted concurrently with the request for a zoning text amendment. The proposed
changes will be considered as a separate item on the council agenda. . A portion of
the hospital is located in the Buffalo Commons PUD and a portion of it lies in the H- 1,
Health Care, zoning district. This was a consequence of the relocation of Sunnyside
Drive to the north of where it used to exist.
The staff worked with the Kalispell Regional Medical Center to craft the amendments
to provide the hospital with the needed changes while remaining consistent with the
rest of the zoning text and recommended approval of the changes with some
additional amendments to assist in clarifying the signage associated with the districts
similar to the H- 1 area. The planning board and staff believe the changes will provide
greater consistency within the zoning text as well as a reasonable approach to the
needs of the hospital in providing signs for the campus without creating undue clutter
or visual impacts.
At the public hearing, David Greer represented the Kalispell Regional Medical Center
and explained the need for the changes. He stated that the hospital expansion
involves a number of services that have specific access points within the parking lots.
Additionally, the hospital is attempting to provide a comprehensive sign package that
is consistent in coloring, lettering and sizes. He stated that he felt the request they
were making was reasonable and asked for the boards' support.
The Kalispell City Planning Board met on March 11, 2003 and held a public hearing
to consider a request by Kalispell Regional Medical Center for amendments to the
zoning ordinance. The board discussed the proposed amendments and a motion was

passed unanimously to recommend to the city council that the amendments be made
as outlined in Exhibit A attached to the letter of transmittal from the planning board.
The planning board is unanimously recommending to the city council that the
amendments be made as recommended by staff and amended by the planning board.
RECOMMENDATION: A motion to approve the first reading of the ordinance would
be in order.

AN ORDINANCE AMENDING SECTION 27.24.100 OF THE KALISPELL INTERIM
ZONING ORDINANCE, (ORDINANCE NO. 1439), BY AMENDING THE SIGN
STANDARDS TO ALLOW ADDITIONAL SIGNAGE IN THE H-1, HEALTH CARE
DISTRICT, AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Kalispell Regional Medical Center has submitted a written request to amend Section
27.24.100 of the Kalispell Interim Zoning Ordinance, by amending the Sign
Standards to allow additional signage at key access points along US 93 and in
parking lots in the H-1, Health Care District, and
WHEREAS, the request was forwarded to the Kalispell City Planning Board and Zoning
Commission by the Tri-City Planning Office after having been evaluated under
27.14.030, Kalispell Interim Zoning Ordinance, and
WHEREAS, the Kalispell City Planning Board and Zoning Commission recommended that
additional signs be allowed at key access points along US 93 and to better identify
parking lots and building entrances in the H-1, Health Care District, and
WHEREAS, the City Council has reviewed the TYPO Report and the transmittal from the
Kalispell City Planning Board and Zoning Commission and hereby adopts the
findings made in Report #KZTA-03-1 as the Findings of Fact applicable to this
Ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City of Kalispell Interim Zoning Ordinance, Ordinance No. 1439,
is hereby amended as follows on Exhibit "A", attached hereto and
thereby made a part hereof.
SECTION 11. All parts and portions of Ordinance No. 1439 not amended hereby
remain unchanged.
SECTION 111. This Ordinance shall take effect thirty (30) days after its final passage.

The Kalispell City Planning Board is recommending to the Kalispell City Council that
they approve the following amendments to the Kalispell Zoning Ordinance:
27.24.100: Permitted Signs in Zones R-5, RA-1, RA-2, RA-3, H--1, B-1, P-1, and
PUD.
(1). Temporary signs listed in Section 27.24.050(1).

subject to the Section 27.24.080(1)(d).
(6) Not more than two off -premise suns maVbe permitted at primary hospital
entrance roads to-rovide direction to a hospital facility from a major arterial.
One sign shall be permitted per intersection entrance. Each sign shall not
exceed 54 square feet per face nor 12 feet in height. Off -premise hospital
suns will be allowed on developed or undeveloped property and will not be
counted as part of the sign type_ or allowance permitted for that parcel.

CALL TO ORDER AND ROLL The regular meeting of the Kalispell City Planning Board and
CALL Zoning Commission was called to order at 7:00 p.m. Board
members present were: Rick Hull, Timothy Norton, Sue
Ellyn Anderson and Jean Johnson. Ron Van Natta, Jim
Atkinson and George Taylor had excused absences. Jean
Johnson presided over the meeting in the absence of the
president and vice-president. Thomas Jentz, Director,
represented the Tri-City Planning Office. There were
approximately 3 people in the audience.
APPROVAL OF MINUTES Anderson moved and Norton seconded the motion to approve
the minutes of the Kalispell City Planning Board and Zoning
Commission regular meeting of February 11, 2003.
The motion passed unanimously on a vote by acclamation.
KALISPELL REGIONAL A request by Kalispell Regional Medical Center to amend the
MEDICAL CENTER ZONING Kalispell Zoning Ordinance to change the sign standards in

STAFF REPORT Thomas Jentz, with the Tri-City Planning Office, gave a
presentation of staff report KZTA-03-1, a proposal by the
Northwest Regional Medical Center to amend the Kalispell
Zoning Ordinance to accommodate new signs associated with
the hospital campus and the hospital expansion on property
located in the H- 1, Health Care, zoning district. In reviewing
the proposal, the staff recommended removing reference to
the H- 1 and PUD zones and creating a new section to
address signs specifically in the H- 1 zones. PUDs are
typically addressed under separate agreement and should
not be included in this section. The recommended
amendments to signs in the H- 1 would allow two off -premise
signs at key access points along US 93 to identify hospital
services and locations. Additionally, the amendments
addressed signage associated parking lots and entrances to
specific service areas. Staff reviewed the evaluation of
statutory criteria and recommended the amendment be
adopted as outlined in Exhibit A. Jentz noted some
housekeeping items and minor editorial amendments were
included in the amendments to better clarify the sign
standards associated with those zoning districts
Norton asked and Jentz answered that the Buffalo Commons
PUD was not affected by changes to the signs in the H- 1
zoning districtandthat it is under a separate PUD

agreement. The changes are intended to provide some
flexibility to accommodate the signage package that works for
the hospital campus expansion. Because this is a zoning
text amendment and not a change to the PUD it opens the
proposal to planning board and city council review and
public hearing.
Norton asked and Jentz referred to Mr. Greer to define
hospital. Greer explained that there are ancillary uses
associated with the hospital that would be considered part of
the campus as a whole.
PUBLIC HEARING
The public hearing was opened to those who wished to speak
on the issue.
PUBLIC COMMENT
David Greer, consultant for the Kalispell Regional Medical
Center, referred to a map of the new hospital complex that
showed the ingress and egress points and where the signage
would be located. Once in the complex there are several
entrances to the hospital buildings and specific services.
They proposed additional signs to locate those services. One
of the changes in the signage indicates an allowance for three
signs which are all hospital complexes and licensed as such.
Greer explained that one of the complexes was located in a
PUD and must be regulated under the PUD agreement.
Based on size and height allowances he felt their request was
reasonable and asked for the boards' support.
No one else wished to speak and the public hearing was
closed.
MOTION
Anderson moved and Norton seconded to adopt staff report
KZTA-03-1 as findings of fact and, based on those findings,
recommend to the Kalispell City Council that the Kalispell
Zoning Ordinance be amended as outlined in proposed
Exhibit A.
BOARD DISCUSSION
Nor -ton asked for clarification regarding the housekeeping
items and Jentz said they would be included in the findings
and motion and are part of Exhibit A.

The motion passed unanimously on a roll call vote.

There was a brief discussion regarding a special meeting in

A report to the Kalispell City Planning Board and the Kalispell City Council regarding a
request for a text amendment to the Kalispell Zoning Ordinance. A public hearing has
been scheduled before the Kalispell City Planning Board for March 11, 2003 beginning
at 7:00 PM. The planning board will forward a recommendation to the city council for
final action.
The applicants are proposing to amend the sign standards of the Kalispell Zoning
Ordinance in the H-1, Health Care zone allowing some additional signage in that district
to accommodate and provide better direction and identification for the new hospital
campus and ancillary buildings.

(2) Area Effected by the Proposed Changes: Any area within the Kalispell zoning
jurisdiction that is zoned or will be zoned H-1, Health Care, could be affected by
the proposed changes.
(3) Proposed Amendments: The applicants are proposing to amend Section
27.24. 100, Signs, by removing reference to the H- 1 and PUD zones and by creating
a new section 27.24. 10 1 that will address signs specifically in the H- I Zones. The
H-1 amendments will provide for additional signage at key access points along US
93 through the allowance of off premise directional signs at key intersections along
US 93 and better identification of hospital parking lots and entrances. A full list of
changes are found in Exhibit A.
Please note, in addition, staff has proposed four minor housekeeping issues that
surfaced during this amendment process which involve minor editing of existing
text with the sign code to improve readability and intent. These changes are also
found in Exhibit A.
(4) Staff Discussion: This request is for an amendment to the signage standards
within the H- I hospital zone. Over time the hospital has grown and the medical
community around the hospital has correspondingly grown. New roads have
been constructed and Sunnyview Lane, in particular has been re -constructed. It
is becoming more and more difficult to navigate through the hospital complex,

especially in light of the recent hospital expansion that has caused a much larger
footprint with specialized entrances for various uses. There is no common belt
road around the hospital, consequently access to emergency and everyday uses
has become much more complex. The hospital is requesting permission to
provide additional directional signage off of US 93 and other local roads to direct
traffic to various components of the hospital so that the traveling public, local
people and especially anyone associated with an emergency can appropriately
access the proper hospital facilities.
The intent of the Health Care zone is "intended to provide hospital facilities and
supportive services for the care of the sick, elderly and distraught. The zone is
not intended to serve the general retail or overnight accommodations needs of the
general public." Uses listed as permitted uses in the zone include medical and
dental clinics along with provisional offices and single-family and duplex
dwellings. Conditionally permitted uses include more high -intensity uses such
hospitals, retirement and other group home residences as well as some limited
retail and restaurant uses. This district allows a mix of office, residential and
health care related uses. Currently the area around Kalispell Regional Medical
Center is the only area within the Kalispell zoning jurisdiction that has the H-1,
Health Care, zoning designation.
The area around the hospital has taken on a decidedly medical and professional
character with the residential components generally limited to the assisted living
facilities, retirement homes, nursing homes and the small single-family area along
Buffalo Hill Drive, which has been slated for rezoning. The Buffalo Commons PUD
was intended as a mixed -use area with the office uses located in closer proximity to
the hospital and the highway. The area has developed with a large bank facility,
medical offices and clinics as well as some limited single-family and multi -family
residences.
The statutory basis for reviewing a change in zoning is set forth by 76-2-205, M.C.A.
Findings of Fact for the zone change request are discussed relative to the itemized
criteria described by 76-2-203, M.C.A.
The Kalispell City Growth Policy recognizes the hospital area as a distinct and
unique component of the community. The amendments to the signage standards
are intended to provide identification and clearly marked access points which will
enhance the local and traveling public's access to the medical complex and
reduce confusion in an area that has over time developed into a very compact
medical service community. The Growth Policy anticipates this area as a regional
medical center with a high intensity of service -oriented uses. This amendment
would substantially comply with the goals and policies of the master plan.
The proposed amendments are intended to greatly reduce traffic congestion by
insuring that the traveling public and user's of the hospital facilities in this
district can adequately identify the access points off of the major street system
and get to their destination within the health campus conveniently and safely
This amendment is intended to improve directional signage and thus increase the
efficiency of access and provide better direction especially for emergency traffic as
they travel US 93. The amendments would enhance the health and safety by
allowing those who need health and safety services to better locate them,
especially in time of emergency.

The purpose of the text amendments are to specifically address the signage
standards of the H-1 zone and to provide better access and directional signage to
improve the overall efficiency of travel and access within the zone
The character of the H-1 zoning districts is intended to be comprised of uses that
complement the health care field such as offices, therapists, clinics, extended
care facilities and others. Over time, the area has become much more fully
developed, street systems have been built and changed and the largest single
facility, the hospital, has grown dramatically such that there is no "Longer one
signed access point to all its services. The proposed changes will facilitate better
identification and user access to the medical complex, especially for emergency
situations.

compromising the compatibility and complementary uses allowed within the H-1
district. These amendments would generally encourage the most appropriate use
of land throughout the planning jurisdiction.
Staff recommends that the Kalispell City Planning Board adopt staff report KZTA-03-1
as findings of fact and, based on these findings; recommend to the Kalispell City
Council that the Kalispell Zoning Ordinance be amended as outlined in attached Exhibit
A.

HOW WILL THE PROPOSED ZONING MAP CHANGE ACCOMPLISH THE INTENT AND PURPOSE
OF:
A. Promoting the Master Plan: No direct relationship - amendment seeks to
clarify sign allowances in H-1 zoning districts
B. Lessening congestion in the streets and providing safe access: The zoning
text amendment should provide improved traffic flow to the hospital
campus.
C. Promoting ..safety from fire, panic and other dangers: No direct
relationship other than providing clear direction to hospital services.
D. Promoting the public interest, health, comfort, convenience, safety and
general welfare: The text amendment will help direct traffic to emergency
services.
E. Preventing the overcrowding of land: The text amendment will have no
direct relationship to overcrowding but it may help distribute parking to
the appropriate locations within the hospital campus.
F. Avoiding undue concentration of population: There is no direct
relationship to population.
G. Facilitating the adequate provision of transportation, water, sewage,
schools, parks, and other public requirements: The text amendment should
improve traffic circulation in the general area of the hospital.
Giving reasonable consideration to the character of the district:
Hospitals require adequate and convenient signage to direct people to
appropriate hospital services. off -premise signage is critical to
efficiently direct patients to the hospital facilities.
I. Giving consideration to the peculiar suitability of the property for
particular uses: Due to the size of the hospital campus, it is critical to
identify all hospital entrance points and appropriate parking location.
J. Protecting and conserving the value of buildings: There is no direct
relationship to building value, just public safety.

Amend Section 27.24, Kalispell Zoning Ordinance as follows:
Delete reference to "H-1 " in Section 27.24.100 and eliminate last sentence in
27.24.100(2).
New Section
27.24.---: Permitted signs Zone H-1
(1). Temporary signs listed in Section 27.24.050(1).
(2). Non-residential uses, other than hospitals and other large
developed lots (see (5) below), are permitted one
freestanding or ground sign and one wall, marquee, or
canopy sign per developed lot. The sign area for a
freestanding or ground sign shall not exceed 24 square feet
per sign face and the height shall not exceed six (6) feet
above natural grade. The wall sign shall not exceed 24
square feet.
(3) illuminated subdivision identification sign not exceeding 20
square feet per sign face.
(4). Entrance signs shall be permitted at all parking lot entrances
to hospitals and other developed properties where parking is
shared by multiple businesses. The allowable sign area per
cabinet face shall not exceed 14 square feet and the
maximum height shall not exceed 6 feet. Sign placement
shall ensure a clear vision triangle.
(5). Up to three (3) marquee, freestanding, or wall signs may be
permitted in association with hospitals and other developed
properties having at least 1,000 feet of combined frontage
along any public roads. The allowable sign area per face is
70 square feet and maximum sign height for freestanding
signs is six (6) feet. Setbacks for freestanding signs shall be
consistent with Section 27.24.080.
Off -premise signs may be permitted at primary hospital
entrance roads to provide direction to a hospital facility from
a major arterial. The total number of allowable off -premise
signs is two (2) with only one sign permitted per intersection.
The maximum height of the ground signs shall be 12 feet
with a sign area allowance of 54 square feet per sign face
for each sign. The off -premise allowance shall apply to
developed or undeveloped property and will not count
against [or towards] the sign type or sign area allowance
normally permitted for that lot.
