MEETING DATE: October 4, 2004
BACKGROUND: The classification of city council members has never been defined in the
City's policy manual in terms of their status as employees. The policy should be amended to
classify city council members as permanent part-time employees. All permanent part-time
employees are eligible for some benefits including single coverage insurance. This, however, is
not a qualifying event according to our insurance advisor and those council members not already
on the city's insurance policy are ineligible to obtain coverage at this time.
FISCAL EFFECTS: Some council members may be eligible for single coverage insurance

RECOMMENDATION: The Council should pass Resolution ~ classifying city council
members as permanent part-time employees.

RESOLUTION NO.4943
A RESOLUTION CLASSIFYING CITY COUNCIL MEMBERS AS PERMANENT PART-
TIME EMPLOYEES.
WHEREAS, the Kalispell Personnel Policy designates various classifications of employees for
purposes of defining benefits and obligations; and
WHEREAS, the Kalispell Personnel Policy has never designated an employee classification for
City Council Members who are deemed, by all federal standards, to be employees of
the City; and
WHEREAS, the Kalispell City Council hereby makes the finding that the most appropriate
employee classification for City Council Members is as Permanent Part -Time
Employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. Members of the Kalispell City Council shall henceforth be classified as
Permanent Part -Time Employees of the City and shall receive all the same
benefits and be subject to all the same obligations of all other Permanent
Part -Time Employees of the City.
