SUBJECT: Ordinance to Implement Certain Traffic Calming Measures
MEETING DATE: October 4, 2004
BACKGROUND: At a previously scheduled work session the City Council reviewed progress to date of
Public Works Department efforts to address neighborhood concerns about traffic safety in and around
Third Avenue East and Fourth Avenue East and in the vicinity of Hedges School. Over the last year, the
Public Works Department received letters from individual citizens as well as the principal of
Cornelius Hedges Elementary ,School, asking that we explore measures to slow down traffic and
improve safety for elementary school age children. In response to these requests, the Public Works
Department reviewed the potential range of options available to address these concerns and outlined
them for the Principal and PTO of Hedges Elementary School as well as the Transportation Director
for the school district. This effort was also coordinated with the Kalispell Police Department. We
began this with the intent to create a template for a Safe Routes to School program, initially for
Hedges School, that may be used elsewhere in the community.
The following items form the core of improvements and changes we feel will begin to calm
neighborhood traffic, improve traffic circulation around Cornelius Hedges School, and enhance
child safety as they travel to and from school.

o Eliminate parking on the north side of 9th Street East between 4th Avenue East and 5th
Avenue East.
o Place stop signs on 9th Street East at the intersection of 6th Avenue East.
• Place stop signs on 6th Avenue East at the intersection of 8th Street East.
o Place stop sign on 5th Avenue East at the intersection of 8th Street East.
• Place stop sign on 5th Avenue East at the intersection of 9th Street East.
o Rescind no parking designation along the north block of 8th Street East between 5th Avenue
East and 6th Avenue East and removal of Eagle Transit bus loading zone.

o Designation of south side of 8th Street East between 5th Avenue East and 6th Avenue East
as a "Student Loading Zone Only - 8 a.m. to 5 p.m."
o Designation of east side of 4th Avenue East between 8th Street East and 9th Street East as
"No Parking - Bus Loading Zone Only."
o Establish a crosswalk across 8th Street East at the east side of the intersection with 5th
Avenue East.
o Establish a crosswalk across 9th Street East at the east side of the intersection with 5th
Avenue East.
o Establish crosswalks across 2nd, 3rd, and 4th Avenues East at the south side of the
intersection with 9th Street East. Designate the area within 400' of the crosswalk as a
"School Zone" with speed limit of 15 m.p_h.
The result of the Council work session was direction to staff to continue developing a Safe
Routes to School program and to begin implementing the program as soon as possible. The City
Attorney has prepared Ordinance 1514 to begin the implementation of this program.
RECOMMENDATION: Adopt the Ordinance 1514.
ACTION REQUESTED: MOTION TO ADOPT ORDINANCE 1514 RELATED TO TRAFFIC
CALMING.

ORDINANCE NO.1514
AN ORDINANCE INSTITUTING CERTAIN TRAFFIC CALMING MEASURES ON THE
EAST SIDE OF KALISPELL, PURSUANT TO KALISPELL CITY CODE 17-15 AND
AMENDING KALISPELL CITY CODE 17-54H, 17-72-1 AND 17-106B, AUTHORIZING
THE KALISPELL CITY ATTORNEY TO RECODIFY SUCH CODE AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, officials at Cornelius Hedges School and other residents in the area of Third Avenue
East and Fourth Avenue East have contacted the City on numerous occasions to
express concerns about traffic safety in that area; and
WHEREAS, the Kalispell Public Works Department studied the traffic in that area and proposed a
number of options which included the placement of stop signs, the alteration of
permitted on -street parking, the alteration of loading zones, as well as the placement
of crosswalks; and
WHEREAS, the City Council has considered the proposal and finds certain of these measures to
be in the best interests of the safety and welfare of the City of Kalispell.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA, AS
FOLLOWS:
SECTION 1 The Kalispell City Police Chief is hereby authorized, pursuant to Kalispell
City Code 17-15, to place stop signs on 9th Street East at the intersection of 6'1,
Avenue East, on 6 h Avenue East at the intersection of 8`' Street East, on 5th
Avenue East at the intersection of 8th Street East, and on 5th Avenue East at
the intersection of 9th Street .East.
SECTION 2 The Kalispell City Police Chief is hereby authorized, pursuant to Kalispell
City Code 17-10613, to place crosswalks across 8th Street East at the east side
of the intersection with 5tn Avenue East, and a crosswalk across 9th Street East
at the east side of the intersection with 5th Avenue East. Crosswalks shall
further be established across 2" d, Yd and 4th Avenues East at the south side of
the intersection with 9th Street East and the area within 400 feet of the
crosswalks shall be designated and so signed as a "School Zone" with signed
with a speed limit of 15 m.p.h.
SECTION 3 The Kalispell City Police Chief is hereby authorized, pursuant to Kalispell
City Code 17-72-1, to designate and sign the south side of 8t'' Street East,
between 5h Avenue East and 6th Avenue East, as a "Student Loading Zone
Only, between the hours of 8 a.m. and 5 p.m.", and to designate and sign the
east side of 4th Avenue East between 8th Street East and 9th Street East as "No
Parking — Bus Loading Zone Only„ and remove the Eagle Transit bus
loading zone along the north block of 81h Street East between 5th Avenue East
and 6'b Avenue East.
SECTION 4 The Kalispell City Police Chief is hereby authorized, pursuant to Kalispell
City Code 17-54H, to designate and sign the north side of 9th Street East
between 4th Avenue East and 5th Avenue East, as "No Parking Allowed", and
to rescind the no parking designation and remove such signage along the
north block of 8th Street East between 5th Avenue East and 61h Avenue East.
SECTION 5 This Ordinance shall be effective thirty (30) days from and after the date of its
final passage and approval.
