Kennedy and City Council Susan Moyer, Community Development Director James Patrick, City Manager Budgetary Authority Resolution November 15, 2004 BACKGROUND: The City of Kalispell has received a Community Development Block Grant (CDBG) award in the amount of $500,000 to assist Northwest Montana Head Start, Inc. (NMIIS) with partial funding for the construction of a Head Start Center. The funds will allow NMHS to construct a facility that will house the Head Start Programs for the Kalispell/Evergreen areas as well as the administrative offices for the organization. As no provision for the funds was made in fiscal 2005 budget, the City must appropriate federal or state money received during the year by formal resolution. In order to proceed with the program, the Budgetary Authority Resolution must be approved by the City Council. RECOMMENDATION: The City Council appropriate federal money received during the fiscal year by passing a Budgetary Authority Resolution and authorizing the Finance Director to allocate the $470,000 to program activities and $30,000 to administration of the program. FISCAL IMPACT: The Community Development Department will be able to receive up to $30,000 to cover the administration of the grant. ALTERNATIVES: As suggested by Council. Respectfully submitted, Susan Moyer, Director Community Development ' Date prepared: November 8, 2004 James Patrick, City Manager {- ' RESOLUTION NO.4951 A RESOLUTION AMENDING THE ANNUAL APPROPRIATIONS OF THE CITY OF KALISPELL, MONTANA, AS SET FORTH IN THE 2004-2005 BUDGET ADOPTED BY THE CITY COUNCIL FOR THE PURPOSE OF ACCEPTANCE OF A GRANT TO ASSIST NORTHWEST MONTA.NA HEAD START TO PARTIALLY FUND THE CONSTRUCTION OF A NEW FACILITY. WHEREAS, on August 16, 2004, the City Council adopted Resolution 4919 adopting the annual appropriations of the City of Kalispell for fiscal year 2004-2005; and WHEREAS, on October 22, 2004, the City of Kalispell received a CDBG grant in the amount of $500,000 in order to assist Northwest Montana Head Start to partially fund the construction of a new facility; and WHEREAS, said funds available to the City were not appropriated pursuant to Section 7-6- 4271, and an increase of appropriation authority is needed. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I.
