Hansz, P.E., Director of Public Works SUBJECT,, Kalispell Advanced Wastewater Treatment Plant Expansion - Design Contract MEETING DATE: November 15, 2004 BACKGROUND: In April, MDEQ approved, and City Council authorized, the final Preliminary Engineering Report for expansion of the Kalispell Advanced Wastewater Treatment Plant. City Council directed staff to begin the effort to ensure expansion of the facility moved forward on schedule. We have completed the process to identify a qualified consultant. A request for qualifications was advertised and two capable design teams responded. A five -member review committee was unanimous in its recommendation that the team of Morrison Maierle/HDR Engineers should be recommended for the design of the expanded wastewater plant. Design and construction of the new facility is a multi -phased effort that will span several years. Because of the long duration of the work and its highly complex nature, we are proposing a slightly different type of contract for Council's consideration. The contract will detail the general responsibilities and duties in the form of a master agreement. The individual elements of the design effort will be conducted as task orders against the master contract and will be defined for scope and cost when they are required. Each task order will be submitted for council approval prior to start of work. This type of contracting relationship is common for complex multi -year projects and highly recommended for this project For the past several weeks we have been working with MM/HDR to develop the master contract. In addition, we have developed Task Order 1 for preparation of a Basis of Design .Report for Phase I of expansion. This report will be submitted to MDEQ for their review and approval before moving ahead with subsequent Task Orders. Task Order 1 has been defined for scope and cost. It includes 21 specific tasks comprising 2,254 man-hours of direct labor, sub - consultant services and indirect expenses for a total cost of $343,000.00 for Task Order 1.
