D. PUBLIC HEARING — PRELIMINARY BUDGET
Council will accept comments concerning the Fiscal Year 2014 Preliminary Budget.

1. Ordinance 1728 — PUD Overlay — Gardner Investments & Fred's Appliance — 2nd
Reading
This is a request for a Planned Unit Development overlay on two undeveloped
tracts of land located immediately north of Mergenthaler Transport on the east
side of US Highway 93 South. Ordinance 1728 passed first reading on July I
with a 6-1 vote.
2. Ordinance 1729 — Panhandling — 2nd Reading
This ordinance places certain restrictions on panhandling within the city limits.
Ordinance 1729 passed first reading with several amendments on July 1 with a 6-
1 vote.
3. Resolution 5628 — Calling for Public Hearing — Light Maintenance
Assessments
This resolution schedules a public hearing for August 5 on a proposed increase in
the assessments for light maintenance.
4. Resolution 5629 — Calling for Public Hearing — Street Maintenance Assessments
This resolution schedules a public hearing for August 5 on a proposed increase to
the assessments for street maintenance.
5. Resolution 5630 — Calling for Public Hearing — Solid Waste Fees
This resolution schedules a public hearing for August 5 on a proposal to remove
the discount for multiple pickups for commercial solid waste customers.
6. Resolution 5631 — Calling for Public Hearing — Urban Forestry Assessments
This resolution schedules a public hearing for August 5 on a proposed increase in
the assessments for the Urban Forestry District.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
