SUBJECT: Award Bid -- Trench Compactor
MEETING DATE: November 1, 2004
BACKGROUND: The current budgets for Water and Sewer include capital funds for purchase of a
trench compactor. This machine allows the often dangerous work of compacting utility trench backfill to
be done by a machine that does not require the operator to be down in the trench with the machine. This
removes the life safety threat to the operator from a potential trench cave-in. Bids were solicited for this
equipment and a total of four bids were received by the due date of 22 October. The bid from Western
States Equipment was disqualified for failure to include the required bid bond. The other three bids were
determined to be valid. The analysis of the bids is attached. The Public Works Superintendent
recommends award of the bid to Modern Machinery based on their low bid of $24.971.00,
RECOMMENDATION: Award bid for a Trench Compactor to Modern Machinery based on a low bid
of $24,971.00.This is approximately $11,529.00 less than the amount budgeted for this equipment.
ACTION REQUESTED: AT CITY COUNCIL MEETING OFNOVEMBER I —MOTION TO
AWARD BID FOR A TRENCH COMPACTOR TO MODERN MACHINERY OFMISSOULA, MT.
FISCAL EFFECTS: Expenditure of $24,971.00 equally split between the Water and Sewer funds.

Re: Trench Roller
Included in the 2004/05 budget is an appropriation of $36,500 to purchase a Trench
Compactor. The available funds are in the sewer and water budgets, with $18,250 budgeted
in each. Bids were solicited and the City received four bids by the October 22, 2004
deadline.
One of the four bids received was disqualified because they did not provide a Bid Bond. It
was:
Western States $27,700
The three bids meeting our specifications were:
Western Plains Equipment $30,510
NorMont Equipment $29,400
Modern Machinery $24,971
it is any recommendation that the bid for the Trench Roller be awarded to the lowest
bidder, Modern Machinery.
