Kukulski, City Manager Resolution to Submit CDBG Public Facilities Grant Applications for a New Head Start Facility May 17, 2004 BACKGROUND: Montana Head Start is a federally funded, private non-profit 501 C3 program that provides preschool and family support for low income 3-5 year old children and their families. Head Start currently serves 102 children in the Kalispell area and has forty (40) children on the waiting list for services. The program has moved once due to inaccessibility and space needs as well as closed twice in the past three years due to mold related health issues. At the present time the administrative offices are located in Plaza One and the class room environment is no longer available to the children. Home -based Head Start services involving one or one and one-half hour home visits per week have taken the place of 14 hours per week of classroom time for children. Children are missing out on learning kindergarten readiness, academic skills, group social skills as well as health and hygiene activities, well-balanced meals, special needs therapy, etc. The City, on behalf of Head Start, is in a position to apply for a $500,000 CDBG Public Facilities Grant which can then be leveraged with $1.3 million in loan funds awarded to Head Start through Rural Development. These two funding sources would enable Head Start to build a new facility that would house both the academic and administrative components of the program on a single site. It is a requirement of the CDBG Public Facilities grant regulations that a municipality passes a formal resolution authorizing the submission of an application and authorizing the City Manager to sign the Certifications of Compliance. RECOMMENDATION: City Council approves the resolution before them this evening to submit a CDBG Public Facilities Grant Application. FISCAL IMPACT: ALTERNATIVES: N/A at this time. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant to assist Northwest Montana Head Start, Inc. by providing partial funding for the construction of a new facility; and WHEREAS, on May 17, 2004, the City of Kalispell conducted a public hearing in conformance with CDBG requirements to obtain the views of citizens regarding the submittal of this grant application; and WHEREAS, the City of Kalispell has the legal jurisdiction and authority to provide assistance to Northwest Montana Head Start, Inc. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1: That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions described in the CDBG Certifications for Application. SECTION II That the City Manager is authorized to submit on behalf of the City of Kalispell, the CDBG Grant to the Montana Department of Commerce and to provide such other additional information as may be required.
