Budgetary Authority Resolution
MEETING DATE: May 3, 2004
BACKGROUND: The City of Kalispell has received a Community Development Block Grant
(CDBG) award in the amount of $324,500 to provide down payment and
closing cost assistance to low -to -moderate income first time homebuyers. The
funds will allow a minimum of 10 participants to purchase a home within the
city limits of Kalispell. As no provision for the funds was made in fiscal 2004
budget, the City must appropriate federal or state money received during the
year by formal resolution. In order to proceed with the program, the Budgetary
Authority Resolution must be approved by the City Council.
RECOMMENDATION: The City Council appropriate federal money received during the fiscal year by
passing a Budgetary Authority Resolution and authorizing the Finance Director
to allocate the $300,000 to program activities and $24,500 to administration of
the program.
FISCAL IMPACT: The Community Development Department will be able to receive up to
$24,500 to cover the administration of the grant.

A RESOLUTION AMENDING THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 2003-2004 BUDGET ADOPTED BY
THE CITY COUNCIL FOR THE PURPOSE OF ACCEPTANCE OF A FIRST-TIME
HOMEOWNER'S GRANT.
WHEREAS, on August 4, 2003, the City Council adopted Resolution 4813 adopting the annual
appropriations of the City of Kalispell for fiscal year 2003-2004; and
WHEREAS, on February 10, 2004, the City of Kalispell received a CDBG grant in the amount
of $324,500 for assistance to first-time homebuyers; and
WHEREAS, said funds available to the City were not appropriated pursuant to Section 7-6-
4271, and an increase of appropriation authority is needed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION L That the City of Kalispell hereby appropriates the sum of $324,500 and
directs the Finance Director to allocate said amount to the following
program activities:
