MEETING DATE: March 15, 2004
BACK GROUND: The bid opening for the Meridian Trail Connector project was
completed on March 11, 2004, at 2:30 p.m. in City Hall. Three responsive bids were received for
this trail project that includes construction of approximately 5700 LF of 8' wide paved path and
related construction.
This pedestrian/bicycle trail is located on the northerly edge of Kalispell adjacent to the west side of
Highway 93 and north side of Four Mile Drive.
This project has been in the planning stage since 1996, patiently awaiting federal allocation for
CTEP funding. The completion of this section of trail will eventually connect the Meridian Trail to
the Kalispell Youth Athletic Complex.
We received 3 responsive bidders. They are as follows:

The engineers estimate for this project is $212,259.00. After comparing the specific bidding
schedules from the three responsive bidders, it is the recommendation of the consultants that the bid
price is applicable. Upon preliminary conversation with MDOT, and an explanation of the bid
tabulation forms, they are in agreement that the bids are consistent and in line with the project.
RECOMMENDATION: It is my recommendation to accept the low bid including alternates by
Sandon Construction in the amount of $221,458.75 for the construction of the Meridian Trail
Connector.
FISCAL EFFECTS: This Project is funded 86.58% with Federal money and 13.42% local
match. Our local match is $29,719.76 and the federal share is $191,738.99. The local match is
budgeted at $24,000 in the current Parks In Lieu budget. Authorization is necessary to add an
additional $5,719.76 to balance the Park In Lieu budget. Authorization also is needed to increase the
ISTEA budget by $31,458.75 for a total of$221,458.75 to accommodate the total expenditure.
This project was budgeted prior to the engineers estimate which accounts for the discrepancy
in budgeted totals.
ALTERNATIVES: None at this time.
