Council Minutes ---- Regular Meeting March 1, 2004
2. Ordinance 1493 --- Zoning ---- Duo CoM and Gardner Investments — 2nd Reading
This is the second reading on a request for a zoning designation ofR-3 and P-1 on
approximately 8.4 acres on the north side of California Street between 5th Avenue
East North and 6th Avenue East North
3. Authorize Contract Negotiations. for North fire Station Comprehensive Development
Plan
On March 9th, two architectural teams presented proposals for the design and
development of a north fire station. After reviewing both proposals, staff is
requesting Council authorization to enter into negotiations with Grover and Company
of Whitefish.
4. Award Bid — Emergency Vehicle Exhaust Removal System
Three bids were received for the installation of an emergency vehicle exhaust system
designed to capture 100% of all diesel exhaust generated in the fire apparatus bay.
Staff is recommending the bid be awarded to C1eanAir Concepts, Inc. in the amount
of $58,950.00
5. Renewal of Audit Contract
Staff is requesting the Council authorize the City Manager to enter into another three-
year audit contract with Denning, Downey & Associates.
6. Authorize Contract for Hi hwa 93 Construction Engineering Management
Three firms submitted proposals for US Highway 93 Construction Management
Services. Staff is recommending the contract be awarded to Morrison-Mairle, Inc. of
Kalispell.
7. Award Bid - Meridian Trail Connector
Three bids were received for the Meridian Trail Connector project. Staff is
recommending the Council accept the low bid, including alternatives, submitted by
Sandon Construction in the amount of $221,458.75,
8. Citizen Award — Wender
As the director of Safe Kids, Safe Communities, Wendy Olson has contributed
significantly to the health, safety and welfare of the community.
9. Proclamation — Child Abuse Prevention and Awareness Month - April, 2004

E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
Resolution 4867 — Preliminga Plat Amendment ---- Glacier Village Greens Phase 3C
This is a request by Sands Surveying, on behalf of the Glacier Village Greens
Homeowners Association, to amend the preliminary plat of this four -lot subdivision
by deleting the requirement for sidewalks.
2. Resolution 4868 — Meridian Road Project 1~unding
This resolution will inform the Montana Department of Transportation and the
Federal Highway Administration that the Council intends to pursue the use of the
City's bonding authority for the Meridian Road Construction with Federal Urban
Highway funds.
3. Resolution 4869 — Amend Bud et Appropriations - Cultural Arts Grant
This is a pass -through grant in the amount of $7,500 from the Montana Arts Council
to the Northwest Montana Historical Society to be used for operating the Central
School Museum.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated
in the agenda or as directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an audible tone of voice for the
record, and unless further time is granted by the Council, shall limit the address to the
Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
No person, other than the Council and the person having the floor, shall be permitted
to enter into any discussion either directly or through a member of the Council,
without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
