E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
l . Resolution 4862 — Stream/Selectron & TeleTeeh Agreements
Resolution for the approval of agreement documents between S tream/S electron,
TcleTeeh Holdings and the City of Kalispell.
2. Resolution 4863 — Annexation Request ---- Duo Co & Gardner Investments
This is request for annexation of approximately 8.4 acres on the north side of
California Street between Sth Avenue East North and 6th Avenue East North.
3. Ordinance 1493 — Initial Zoning — Duo CoEp & Gardner Investments — 1 st Reading
This a request for an initial zoning designation of R-3, Urban Residential, on
approximately 1.6 acres and P-1, Public, on approximately 6.8 acres of the above
mentioned property.
4. Resolution 4864 - Preliina Plat — Terrace View Estates
Duo Corp and Gardner Investments are also requesting preliminary plat approval of
Terrace View Estates, a four -lot residential subdivision.
5. Resolution 4865 — Prelimin Plat — Orchard Villae
This is a request for preliminary plat approval of Orchard Village, a 14-lot residential
subdivision on approximately 3 acres located on the south side of Appleway and west
of Meridian Road.
6. Final Plat --- Subdivision 182
This is a request for final plat approval of Subdivision No. 182, a four -lot residential
subdivision on approximately 1.4 acres located on the east side of 5th Avenue East
and north of 18th Street East.
Resolution 4866 -- Local Government Review
Resolution 4866 calls for an election to ask voters whether they wish to create a local
government study commission to review the current form of city government.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated
in the agenda or as directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an audible tone of voice for the
record, and unless further time is granted by the Council, shall limit the address to the
Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted
to enter into any discussion either directly or through a member of the Council,
without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
