SUBJECT: All -Way Stop Sign Installation, Kelly Road and South Woodland Drive
MEETING DATE: July 19, 2004
BACKGROUND: An all -way Stop sign is recommended for the intersection of Kelly Road and South
Woodland Drive. The intent of the installation is to improve traffic safety in the area. Public Works has
examined this intersection in the past and it was determined that traffic conditions failed to meet all the
MUCTD warrants for such an installation. This has not changed. However, the KPD have monitored the
intersection and have concluded that an all -way Stop sign installation would contribute positively toward
improved traffic safety in the area. The Public Works Department concurs that an all -way Stop sign
would significantly improve traffic safety in the area and fully supports the recommendation for the
installation of an all -way Stop sign at Kelly Road and South Woodland Drive.
The desired installation may be authorized through passage of a resolution and such action is
recommended. The streets in question are not part of the Urban Highway System. Therefore, City Council
action directing this installation is not subject to MDT review or approval. Resolution #4915 has been
prepared for this recommended installation.
RECOMMENDATION: Authorize by resolution the installation of an all -way Stop sign at Kelley Road
and South Woodland Drive.

RESOLUTION NO.4915
A RESOLUTION APPROVING THE PLACEMENT OF STOP SIGNS ON KELLY ROAD
AT ITS INTERSECTION WITH SOUTH WOODLAND DRIVE AND DECLARING AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION L That vehicles, including motor vehicles, bicycles, or other vehicles shall be
required to stop in the east and west bound lanes of Kelly Road at the
intersection of South Woodland Drive.
SECTION IL The Chief of Police is authorized and directed to erect stop signs at the above
locations.
SECTION III. This Resolution shall become effective immediately upon its passage by the
City Council and approval by the Mayor.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 19TH DAY OF AUGUST, 2004.
