SUBJECT Kalispell City Planning Board 2004 / 2005 Work Program
MEETING DATE: July 6, 2004
BACKGROUND: The Kalispell City Planning Board met at their regular meeting of
June 9, 2004 and considered the annual review of their work program projects for the
upcoming fiscal year of 2004 / 2005 to forward to the Kalispell City Council for
consideration. In reviewing the list from the previous year, several of the projects
have either been completed or are in progress. Some of the work items were carried
over to this year as well as a couple of additional items being added.
As you are aware the Planning Board is currently working with the Kalispell
Architectural Review Committee to develop some Architectural Review Standards for
commercial developments and multi -family dwellings. These would include some
highway corridor entrance standards, landscape standards as well as building and
site design.
The Board is still very interested in working on a bike and pedestrian plan, but most
likely will be involved in a fall review of the growth policy. The bike and pedestrian
plan will likely be a work item for next winter.
The Board is recommending the following items be included in this coming fiscal
year's work program. The work items in progress are noted in italics and those that
have been completed are noted with a strikeout.
1. Develop Architectural Design Standards including
i. Site planning and design
ii. Parking
iii. Landscaping
iv. Lighting
v. Hwy corridor standards
vi. Other
2. Fall review of the Kalispell Growth Policy 2020
Providing Community Planning Assistance To:
• City of Kalispell - City of Whitefish - City of Columbia Falls

3. Amendments to the Kalispell Zoning Ordinance.
4. Housekeeping by consolidating listed uses in the various districts.
5. Historical districts overlay
6. Refinement of the treatment of non -conforming uses

8. Address junked and oversized vehicles in residential districts
10. Develop highway entFanee standards
9. Develep landscaping standards
I. Develop lighting standards

14. Kalispell Bike and Pedestrian Plan as part of the growth policy update document.
A motion was made and passed unanimously by the Kalispell Planning Board to
forward a recommendation to the Kalispell City Council that the work program for the
coming year should include the aforementioned list.
RECOMMENDATION: The Planning Board's work program should be reviewed by the
city council and affirmed as proposed or modified as deemed appropriate.
FISCAL EFFECTS: Minor positive impacts.
ALTERNATIVES: As suggested by the city council.
