MEETING DATE: January 20, 2004
BACKGROUND: With the retirement of Lieutenant Greg Burns several officers
have been promoted. Detective Sergeant Roger Nasset has been promoted to Detective
Lieutenant, Detective Sergeant Brian Fulford has been promoted to the rank of Senior
Sergeant and Officer Scott Warnell has been promoted to Sergeant of Patrol. See
attached promotion letters.
RECOMMENDATIONS: The council should recognize these officers on their
promotions.
FISCAL EFFECTS: As dictated by collective bargaining agreement.
ALTERNATIVES: As recommended by Council.

Police Department effective January 11"' 2004. The standard one-year probationary

The dedication and hard work you have demonstrated in the detective division
were significant factors in your promotion. I appreciate the great casework that you have
clone and your willingness to help improve those around you.
In examining the need for an additional Senior Sergeant on the department we
recognized with the increase in the number of officers and positions we have added in the
past few years that there was a need to reduce the span of control for the Detective
Lieutenant. You will have a key role in helping to coach and mentor the many new
officers in the division as well as working with the Lieutenant on how you can best
benefit your team.

which include motivating, evaluating, advising, training and directing your troops you

You have set an excellent example with your work on the C.A.R.E. board, your
willingness to serve as a "Big Brother" and your service as a high school soccer coach.

dedication and commitment that you brought to your assignment as a school resource
