BACKGROUND: James A_ Neal served our nation for four years as United States Marine,
completed his commitment as a Sergeant. He studied fire and rescue through the Veteran's
Administration training program, joining the Kalispell Fire Department on 4/4/79. He graduated
from Eastern Oregon State University with his Bachelor's Degree in Fire Service Administration.
After twenty-four years of service, Jim, who is now a .Fire Captain, is retiring, effective 12/31 /2003.
Captain Neal, while retiring from the fire department, will remain very active in emergency services.
He is joining the staff at Flathead Valley Community College as the EMS Program Coordinator at
Flathead Valley Community College.
RECOMMENDATIONS: Council recognizes Captain Neal and congratulates him on his service
and retirement.

BACKGROUND: Clifford L. Willis joined the Kalispell Fire Department on January 151`, 1975.
After twenty-nine years of dedicated service, Cliff, who is now a Fire Captain, is retiring, effective
December 31 ", 2003. Cliff came to us as a probie firefighter after serving four years with the United
States Air Force, completing his commitment as a sergeant. He has been a Captain with the
Kalispell Fire Department for the past eight years. He led the recent Kalispell Fire Department
antiquities project that partnered with Flathead High School to catalog the department's antiques and
display them at the Hockaday Museum. Cliff has plans for more kayaking and backpacking, and for
the first time in twenty-nine years, will. be able to do that without one ear by the radio!
RECOMMENDATIONS: Council recognizes Captain Willis and congratulates him on his service
and retirement.

BACKGROUND: Steve Herman joined the Kalispell Fire Department on November 3rd, 1986.
He has been promoted to Captain, filling the position vacated by the retirement of Captain Jim Neal.
He has been a Kalispell Fire Department Lieutenant for the past 4 years. Steve is also a paramedic
and one of two Kalispell Fire Department members of the Kalispell Police Special Response Team.
He has been very active in developing training and promotional standards and is very respected by
his peers. Steve was instrumental in developing our pump testing facility, and has been acting in the
capacity of Captain much of the past two years. In addition, he was recently recognized for
completed his thirteenth year in our fire prevention puppet program!
RECOMMENDATIONS: Council recognize Captain Steve Herman, and congratulate him on his
successful promotion.
