The State Boiler inspector warned us last year that we are seeing increasing indications that the system could have a complete boiler failure soon. Replacement of the system is included in this year's budget. Estimates at that time were $125, 541.00. Diamond Plumbing & Heating, Inc., is the only bidder on this project. Their bid price is $124,554.00, and includes replacement of the boiler, chiller, and chiller tower, and meets all requirements as established by the bid process. RECOMMENDATIONS: Council awards the bid to Diamond PItimbing & Heating, Inc. for $124,554.00, and instructs staff to complete contract with the vendor. Our cooling system failed again two weeks ago. Johnson Controls has purged the boiler coils and cooling system lines and as we confirmed last year, our boiler and cooler system has a limited remaining life. They removed a large amount of rest and debris that is coming from the unit's plumbing. Their technician told us that we should be able to get one more year out of it before we replace it, but that will probably be the limit. We requested they give us a written proposal for the replacements necessary. I have attached copies of their proposal, showing: Boiler $54,462.00 Chiller 50,799.00 5 year Warranty 1,500.00 Cooling Tower 18,780.00 Total $125,541.00 This is substantially less than the half million that they told us originally but is still a large ticket item. Since they believe this system will last until next year, I will plan to include this cost in the 2003/2004 budget proposals. I don't recommend stretching this any further. Thanks, rlb
