BACKGROUND: The fiscal year 2003/2004 Sewer Operating budget includes an appropriation of
$1051000.00 for replaccnirmt of sewage lift Station. 44, Liberty Street (El Dorita). Flows into this lift
station are approaching its capaQ4 and here is no crrrergency power supply for the pumps. A design was
developed and. 3 bids were received on 6 Januany, Sandon Construction is tht: apparent low bidder for the
projc>,ct, LHC Construction is second low bid, $1,473 higher than Sandon, A. bid tab is attached.
The replacement of this sewage lift station is not a simple task, gift station 44 is a heavily used
facility and as such the ability to more raw sewage into the main sewer must be maintained throughout
construction. In order to make a reasonable bid award recommendation, Staff re'quested detailed
statements of experience from both Sandon and IaHC for reconstructing similar sewage; puraping
facilities. 'Me information provided shows that the low bidder, Sandon Construction, meets the City's
minirnurn cxpericncc requirements for performing the work 3n an acceptable manner.
RECOMMENDATION: Award bid to Sandon Construction,

FJSCAL EF ECTS: Expenditure of sewer operating teplacernunt funds of $110,997.00. This amount
exceeds the budget estimate by $5,997.00 but no budget arneadment is expected to be needed because of
anticipated off -setting savings in other fund line items.

The Project Manager and I requested information from the two low bidders regarding
their qualifications for constructing the referenced project. The requested information
was received in a timely manner.
Based on the information provided and telephone calls to prior clients/engineers we
recommend that the El Dorita Lift Station Improvements project be awarded to Sandon
Construction Company, Inc., for a low bid of $110.977.00.
