Hausz, P.E., Director of Public Works SUBJECT: Authorize Preliminary Engineering Report — Whitefish Stage Sewer Extension MEETING HATE: December 20, 2004 BACKGROUND: In response to a substantial development proposal (Two Rivers) north of Reserve Drive along Whitefish Stage Road and vicinity, City Council has expressed an interest in gaining more information regarding the feasibility and costs associated with extending an interceptor sewer north along Whitefish Stage Road. The intent of the proposed extension is to promote orderly growth of the area in harmony with Flathead County and the City's common goal of preventing the spread of on -site sewage systems and protecting water quality in the upper Flathead River basin around Kalispell. The preliminary engineering report will also provide the level of detail necessary to provide an accurate estimate of project costs which would be helpful to support future discussions with potential development partners in the project. A preliminary engineering report is a typical first step to take for projects such as this. it provides the aforementioned critical information that is needed to move ahead toward construction of a sewer extension. If, upon review of the report, City Council chooses to defer any decision to move ahead with the project, the report will retain the majority of its value for use at a later date. The City Attorney has prepared resolution #4964 which authorizes this work. FISCAL EFFECTS: Expenditure of Sewer Operating funds totaling between $32,000 and $44,000.00 dependent on the extent of sub -contracted geotechnical services necessary to adequately complete the report. Patrick rrector of Public Works I C' En ineer City Manager December 20, 'Whitefish Stage Sewer Extension.doc RESOLUTION NO.4966 A RESOLUTION TO AUTHORIZE THE EXPENDITURE OF FUNDS ESTIMATED TO BE UNDER $44,000, TO CONDUCT A PRELIMINARY ENGINEERING STUDY TO DETERMINE THE FEASIBILITY AND COSTS OF PROVIDING MUNICIPAL SEWER SERVICES TO THAT AREA NORTH OF RESERVE DRIVE ALONG THE WHITEFISH STAGE ROAD AND VICINITY. WHEREAS, an application by the Two Rivers coalition for the substantial development of property to urban density has been made to Flathead County in an area bordering the Kalispell City limits, north of Reserve Drive along the Whitefish Stage Road vicinity; and WHEREAS, this demand for urban density along the borders of the City limits will likely require service by municipal sewer; and WHEREAS, it is in the best interests of the future planning for the growth of the City that information be gathered to determine the City's capabilities to serve growth areas and the costs to be expected in providing such services; and WHEREAS, the application made by the Two Rivers coalition is an excellent indicator of the demand for municipal sewer services in this particular area for which the City should plan for growth. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. The Kalispell Public Works Director is authorized to contract for engineering services to conduct a preliminary engineering study to determine the feasibility and costs of providing municipal sewer services north of Reserve Drive along the Whitefish Stage Road and vicinity, with said costs of such study to range between $32,000 and $44,000.
