2. Council Minutes - Special Meeting July 26, 2004A SPECIAL MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M. MONDAY, JULY 26, 2004 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR PAMELA B. KENNEDY PRESIDED. COUNCIL MEMBERS JIM ATKINSON, KARI GABRIEL, BOB HAFFERMAN, BOB HERRON, DUANE LARSON, HANK OLSON AND JAYSON PETERS WERE PRESENT. COUNCIL MEMBER RANDY KENYON WAS ABSENT. Also present: City Manager Chris Kukulski, City Attorney Charles Harball, Adjutant City Attorney Rich Hickel, City Clerk Theresa White, Fire Chief Randy Brodehl, Personnel Specialist Marti Rishoff, Police Chief Frank Garner, and Public Works Director Jim Hansz. Mayor Kennedy called the meeting to order and led the Pledge of Allegiance. A. AGENDA APPROVAL Peters moved approval of the Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon vote. B. PUBLIC COMMENT None. C. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION C/I. CONTRACT RATIFICATION — KALISPELL POLICE ASSOCIATION The Kalispell Police Association met Friday evening and voted in favor of a three-year contract running from July 1, 2004 through June 30, 2007. Larson moved Council approve the contract between the City of Kalispell and the Kalispell Police Association and authorize the City Manager to execute the agreement. The motion was seconded. Kukulski summarized the main points of the contract, explaining that year one provides for a 3.2% increase with a longevity step; the second year a 2.3% raise plus longevity; and the third year a 2.9% increase with longevity. He said it also includes a 75 cent differential for swing shifts, a $1.50 differential for night shifts, and health insurance benefits that are shared on a 50150 basis between the employee and the employer. Kukulski said the contract also includes the development of a Reserve Program and asked Garner to explain further. Garner said he feels the Reserve program is essential for extra manpower as the area grows and gives the department an opportunity to look at individuals interested in working for the department. Kukulski and Garner answered questions Hafferman commented he feels this is a fair contract and the Reserve Program is appreciated. He complimented the department for promoting from within, stating that's how it should be. Kalispell City Council Special Meeting Minutes July 26, 2004 Page 1 Mayor Kennedy expressed appreciation to the negotiating teams for developing a good contract and thanked the police officers for doing everything they can to protect the citizens. The motion carried unanimously upon roll call vote. C/2. APPOINTMENTS — CITY MANAGER SELECTION COMMITTEE Mayor Kennedy explained the application deadline for the City Manager position closes July 31 st and a committee needs to be appointed. Mayor Kennedy proposed the following citizens be appointed to the committee: Brian Beck, Susie Burch, Lauren Granmo, Jim Oliverson, Virginia Sloan and George Taylor. Atkinson moved to accept the Mayor's recommendation and appoint Brian Beck, Susie Burch, Lauren Granmo, Jim Oliverson, Virginia Sloan and George Taylor to the City Manager Selection Committee. The motion was seconded. Mayor Kennedy announced that she will also be serving on the committee along with Council members Kari Gabriel, Bob Hafferman and Duane Larson. The motion carried unanimously upon vote. C/3. APPOINTMENT — CITY PLANNING BOARD AND ZONING COMMISSION Mayor Kennedy announced that due to health reasons, Jim Atkinson is stepping down from the City Planning Board and recommended Kari Gabriel be appointed in his place. Herron moved the Council accept the Mayor's recommendation and appoint Kari Gabriel to the City Planning Board and Zoning Commission. The motion was seconded. Atkinson commented it has been a pleasure working for the City Planning Board. He said the board consists of very dedicated, community -minded individuals and he will miss it. The motion carried unanimously upon vote. D. MAYOR/COUNCIL/CITY MANAGER REPORTS (No Action) Olson asked questions concerning the City's false arrest insurance and how the police officers are paid retroactively. E.
