3. Ordinance 1505 — Zoning Text Amendment — 2nd Reading
The City of Kalispell has initiated an amendment to the Kalispell Zoning Ordinance
to include day centers as a permitted use in the B-2, General Business, zoning
district.
4. Ordinance 1506 — Salary Schedule — 2nd Reading
This ordinance includes the three union contract salary addendums and also includes
the pay ranges for all non -union personnel.

E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
Ordinance 1507 — Zone Change Request — Greg Bain & Co. — I st Reading
This is a request for a change in zoning from RA-1, Low Density Residential
Apartment, to B-3, Community Business on approximately one and a half acres
located on the north side of Idaho Street and East of Seventh Avenue East North.
Resolution 4916 - Annexation — Western Montana Mental Health Center
This is a request from Western Montana Mental Health Center for annexation of
approximately 1.7 acres located on the south side of 8th Street West at the south end
of 13th Avenue West.
3. Ordinance 1508- Initial Zoning — Western Montana Mental Health Center — 1st
Reading
This a request for an initial zoning designation of R-4, Two Family Residential, on
the property listed above. The property is currently zoned County R-1, Suburban
Residential.
4. Conditional Use Permit — Western Montana Mental Health Center
This is a request by Western Montana Mental Health Center for a conditional use
permit to allow a community residential facility for eight or fewer people in an R-4
zoning district.
5. Ordinance 1509 —Zone Change Request — Jeff & Karen Thiesen — 1st Reading
This is a request for a change in zoning from R-3, Urban Single Family Residential,
to R-4, Two Family Residential, on approximately five and a half acres located
between North Meridian Road and Northwest Lane, north of Three Mile Drive.
6. Resolution 4917 - Preliminary Plat — Sinopah Subdivision
This is a request for preliminary plat approval of Sinopah Subdivision, a 26-lot
residential subdivision on approximately five and a half acres located between North
Meridian Road and Northwest Lane, north of Three Mile Drive.
Resolution 4893A — Amending Preliminary Plat for Glacier Commons Subdivision
Staff is recommending Council rescind Resolution 489313, passed on June 7th, and
consider Resolution 4893A approving a request to amend the preliminary plat
condition that requires the upgrade of Granrud Lane from Whitefish Stage Road to
Country Way.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated
in the agenda or as directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an audible tone of voice for the
record, and unless further time is granted by the Council, shall limit the address to the
Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
c. No person, other than the Council and the person having the floor, shall be permitted
to enter into any discussion either directly or through a member of the Council,
without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
