Kukulski, City Manager SUBJECT: Permission to Prepare a CDBG Public Facilities Grant Application MEETING DATE: April 19, 2004 BACKGROUND: Northwest Montana Head Start, Inc. is a federally funded., private non-profit program that provides pre-school and family support for low-income children and their families. Over the last three years the program has closed twice due to environmental health concerns at its main facility in Kalispell and is currently operating only on a home -school basis. These circumstances have reduced Head Start services from 14 hours per week of classroom to a single 1 %2 hour home visit per week. The City has an opportunity to apply for funding through the Community Development Block Grant program in May 2004. If successful, the funds would provide $470,000 for partial funding to construct a new facility, as well as generate $30,000 in administrative funds to the City. RECOMMENDATION: Staff is recommending the City Council pass a resolution to authorize the Community Development staff to prepare a CDBG grant application and set the date of May 17, 2004 for a public hearing on the submission of the application. FISCAL IMPACT: The Community Development Department will be able to receive up to $30,000 to cover the administration of the grant. ALTERNATIVES: As suggested by Council. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant (CDBG) to assist Northwest Montana Head Start in obtaining partial funding for a new facility for that program within the city limits of Kalispell. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions for the Application. SECTION IL That Chris A. Kukulski, City Manager, is authorized and directed to submit this Application to the Montana Department of Commerce on behalf of the City of Kalispell, and to provide such additional information as may be required. SECTION III. A public hearing is hereby scheduled for May 17, 2004 at 7:00 p.m. in the City Council Chambers at City Hall, 312 First Avenue East, Kalispell, Montana for the purpose of taking public comment on the application.
