SUBJECT: Acceptance of Final Wastewater Treatment Plant Expansion P.E.R.
MEETING DATE: April 5, 2004
BACKGROUND: The Kalispell Facility Plan analyzed the City's utility systems to identify capacities,
deficiencies, and needed improvements over the next twenty years. One conclusion of this analysis was
the need to expand the City's wastewater treatment plant much sooner than anticipated in order to meet
growing demand. The first step in the long process to expand the W WTP was preparation of a preliminary
engineering report (PER) to define the new facility and recommend an approach for expansion. This
report is now complete and in its final form. A copy of the final report is provided for your information. It
will be updated with a change -page to incorporate City Council action taken this evening.
A public bearing was held January 5, 2004 where public comment was invited. The report was
forwarded to Montana Department of Environmental Quality for their formal comments. The open public
comment period continued through January 31, 2004. All the public comments and those of MDEQ and
other interested parties have been received and reviewed, and are incorporated into the final report before
the City Council this evening. The last step in the PER process is formal adoption of the final report by
the City Council, City Resolution, #4876, as been prepared by the City Attorney for this action.
RECOMMENDATION: Adopt the Kalispell Wastewater Treatment Plant Preliminary Engineering
Report and forward this final report and Resolution to Montana Department of Environmental Quality.

RE'SOL UHON #4876 TO ADOPT THE KALISPELL WASTEWATER TREATHENTPLANT

FISCAL EFFECTS: None at this time; eventual expenditure of funds for expansion of WWTP.

RESOLUTION NO. 4876
A RESOLUTION TO ADOPT THE KALISPELL WASTEWATER TREATMENT PLANT
PRELIMINARY REPORT [PER] AND TO DIRECT THE CITY MANAGER TO
FORWARD THIS RESOLUTION AND THE PER TO THE MONTANA DEPARTMENT
OF ENVIRONMENTAL QUALITY.
WHEREAS, the Kalispell Facility Plan adopted by the Kalispell City Council identified the need
to expand the City's wastewater treatment plant in order to meet the growing
demand; and
WHEREAS, the Kalispell Wastewater Treatment Plant Preliminary Engineering Report [PER]
has been prepared and is now in its final form; and
WHEREAS, on January 5, 2004 a properly noticed public hearing was held and public comment
was invited. The open public comment period continued through January 31, 2004.
These public comments have been received, reviewed and incorporated into the final
report.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the final Kalispell Wastewater Treatment Plant Preliminary Engineering
Report be and is hereby approved and adopted.
SECTION H. That the City Manager is hereby directed to forward the final Kalispell
Wastewater Plant Preliminary Engineering Report and this Resolution to
the Montana Department of Environmental Quality.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, THIS 5TH DAY OF APRIL, 2004.
