SUBJECT: PUBLIC HEARING AND RESOLUTION TO
AUTHORIZE SUBMISSION OF APPLICATION AND
AGREEMENT TO CERTIFICATIONS FOR
APPLICATION
MEETING DATE: February 28, 2005
BACKGROUND: At the February 7, 2005 meeting, Council authorized
Community Development staff to prepare a HOME grant
application in the amount of $324,500 to provide down
payment and closing cost assistance funds for low -to -
moderate income, first time homebuyers residing within the
city limits of Kalispell. The required Public Hearing was
held on February 22, 2005. It is necessary for Council to
pass a "Resolution to authorize submission of application
and Agreement to certifications for application for Montana
Department of Commerce Home Investment Partnerships
Program (HOME)". This must be accomplished prior to
the grant submission date of March 4, 2005.
RECOMMENDATION: Council pass the aforementioned Resolution authorizing the
submission of the application and authorizing the Mayor to
act on behalf of the City and to provide such additional
information as required.

RESOLUTION NO. 4984
A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO
THE MONTANA DEPARTMENT OF COMMERCE HOME INVESTMENT
PARTNERSHIPS PROGRAM {"HOME").
WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce
for a Home Investment Partnerships Program ("HOME") grant to assist a
minimum of ten First Time Home Buyers with down payment and closing
cost help within the city limits of Kalispell; and
WHEREAS, on February 22, 2005, the City Council conducted a public hearing in
conformance with HOME requirements to obtain the views of citizens on
community development and housing needs, and on the proposed activities;
and
WHEREAS, the City of Kalispell has the legal jurisdiction and authority to provide down
payment and closing cost assistance to a minimum of ten First Time Home
Buyers within the city limits of Kalispell.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the
regulations, statutes, terms and conditions for the Application.
SECTION II. That Mayor Pamela B. Kennedy is authorized and directed to
submit this Application to the Montana Department of
Commerce on behalf of the City of Kalispell, and to provide
such additional information as may be required.
