Salary ordinance Amendment MEETING DATE; September 6, 2005 BACKGROUND: At the .August 15, 2005 Council work session, Staff presented a recommendation to amend the Salary ordinance since there were several new positions added to staff e.. planning office) and as a result of the new fire union contract. After some discussion it was recommended that the salary .ranges, not the current pay, be modified to reflect cost of living adjustments based on the CIP each year. This has 'been added to the ordinance. This does not change the dent pay of City Staff; it does modify the salary ranges so that major modification does not need to be made at some time in the future. RIF,CoMM N A ION * Council adopt the Salary Ordinance as presented so that the new positions and new fire union contract is recognized, and to insure that the City wage scale remains competitive in future gears. FISCALEFFECTS: No immediate effect. However, it does recognize the impacts of inflation on wages and adjusts the wage scale for future out years and reduces the need for a salary study and major salary adjustment as the City experienced over the last two years. This allows for better fiscal planning and expenditure forecasting. It also assists in the retention and recruitment of City Staff both of which ultimately save tax payer dollars. Patrick, City Manager ORDINANCE No. 1552 AN ORDINANCE AMENDING ORDINANCE NO. 1506, FIXING THE LIMITS OF THE SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AN EMPLOYEES PURSUANT To TITLE 7, CHAPTER 4, PART 42, M,C,, ►,, COMMENCING N THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH. NOW 'THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL of THE CITY of KA SPEL , AS FOLLOWS: SECTION .I. The salaries and compensation of City Elected Officers for the period beginning January 1, 2005, are hereby established as set out in §1 on. Exhibit "A", attached hereto and which, by this reference, is made a part hereof Appropriations shall be made to pay sane when due. SECTION II. The salaries and compensation ranges of City Appointed officers, Supervisors, Non -Union Employees and Seasonal Employees for the period beginning ,duly 1, 2005, are hereby established as set out in. §§ V and V1 on Exhibit "A"', attached hereto and which, by this reference, is made a part hereof. Appropriations shall be made to pay same when due. SECTION II1. Longevity increments and medical insurance premiums shall be paid as proded by la, contract or as d'rected by the City Council, The annual service anniversary date for all Employees is July I st of each year; however, an Employee rust have at least six months continuous employment by the City before being considered to have one year longevity. SECTION IV. This ordinance shall be in fall force and effect as regularly provided by law; salaries and compensation for Union Employees provided for under Sections 1, Ell, and W shall be paid commencing as designated in the respective sections. SECTION V. All prior salary and compensation ordinances of the City and any ordinance or parts of ordinances In conflict herewith are hereby repealed.
