BACKGROUND: School District #5 is requesting preliminary plat approval for a one
lot subdivision containing in o acres of la.nd located on the southeast corner of West
Reserve and Stillwater Road. The school district is purchasing an easement from. the
State Department of Natural Resources for the purposes of constructing a. second high
school.. The high school was approved by the residents of Flathead County in the
November 2004 election and work has been moving forward ever since. The site grin
e accessed primarily from Stillwater Road via a. new road internal to the Property
along the south boundary. A secondary access will be from vest Reserve Drive with a.
right in right out turn lane only. Construction on the high school has started this

The Kalispell Planning Board held a public hearing on August 9, 2005 regarding the
proposal. The staff recommended approval subject to 12 conditions in the sta.ff report.
t the public hearing, representatives of School District #5 spoke in favor of the
request noting that they found aH staff conditions acceptable except for Condition
which obligated them to construct the south boundary road. They acknowledged that
city and school staff had met earlier that week to develop some more workable
language and applauded the staff efforts. `hey were still weighing the impacts of the
modified language. A representative from DNRC also spoke supporting the need to
develop the southerly access road as NRC did not have the capitol funds to construct
infrastructure it was being left to those who develop along the road. 'there was no
one else who spoke at the public hearing.
After the public hearing the board discussed the project and incorporated the sta.
modifications for Condition motion was made and passed on a unanimous vote
to recommend to the Kalispell City Council that the preliminary plait be approved
subject to conditions found in Exhibit A attached to the transmittal letter.

GLACIER. HIGH SCHOOL, MORE PARTICULARLY SCRIEI AS A PORTION of
.ASSESSOR'S TRACT 5 IN SECTION 36, TOWNSHIP 29 NORTH, MANGE 22 WEST,
P.M.M., FLATHEAD COUNTY, MON ANA.
WHEREAS, Kalispell School District No, 5 and the DNRC, the owners of the certain real property
described above, have petitioned for approval of the Subdivision Plat of said
property, and
WHEREAS, the Kalispell City Planning nin Board and. Zoning Commission held a public hearing o
August 9, 2005, on the proposal and reviewed Subdivision Report KP-- 3
issued by the Kalispell Planning Department, and
WHEREAS the Kalispell City Planning Board and Zoning Commission has recommended
approval of the Preliminary Plat of Glacier High School, subject to certain conditions
and recommendations, and
WHEREAS, the City Council of the City of Kalispell at its regular Council Meeting of September
, 2005, reviewed the Kalispell Planning Department Report KP-o - 1 , reviewed
the recommendations of the Kalispell City Planning Board and Zoning Conunission,
and found from the Preliminary ary Plat, and evidence, that the subdivision is in the
public interest.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of THE CITY OF
I A ISPEL , MONTANA AS FOLLOWS
SECTION I. That the Findings of Fact contained in Kalispell Planning Department Report
#KPP-05-13 are hereby adopted as the Findings of Fact of the City Council.
SECTION II# That the applIeation of Kalispell School Distfict No. 5 and the DN C for
approval of the Preliminary Plat of Glacier High School, Kalispell, Flathead
County, Mortara is hereby approved subject to the following conditions
1. That the development of the site will be in substantial conformance with the approved
preliminary plat which shall govern the general location of the lot, easements and roadways.

. That a letter be obtained from the Kalispell Pubhc Works .Department approving the
installation of the public infrastructure to the site. Certification from an engineer licensed in
the State of Montana shall be submitted with the final plat stating that all of the
improvements have been constructed accordingly. As built drawings shall be provided to the

3. That a traffic analysis be pforrn.ed that assesses the impacts to all of the transportation
systems in the immediate area -under multiple Jurisdictions with a single study done under the
Montana Department of Transportation's Systems hnpact Process through the Helena
headquarters office* This would be a comprehensive review including but not necessarily
limited to system capacity, signal warrants and access issues for West Reserve Dfive,
Stillwater Road and the Bypass including the new City street along the s utbem boundary of
the property. Impacts and mitigation shall be clearly identified and the study shall be subject
to acceptance by both MDOT and Kalispell Public Works Department.

a. The School district shall acquire a 60 foot wide R'W for the entire length of the
-proposed southerly -street extendipg from Stillwater Road on the west to the Section

b. The School District shall develop the westerly 300 feet of this W extending frown.

Tom Jentz from the Planning Department presented staff report #Kf' - 5-13
evai a.t the proposal and stating that the School District concurred generally with 0
issues in the staff report except for Condition #4 which addresses the construction of the
southerly access road. Jentz reported that he, representatives from School District ,
and DNRC had m t earlier in the week to refine the language and requirements for the
new road. The staff recommended approval of the relirm*nary plat subject to 12
conditions including the modification. to Condition #4 in the staff report.
At the public hearing, representatives of School District # 5 spoke in favor of the

REVIEW AND FINDINGS OF FACT
This application is reviewed as a major or subdivision in accordance with State statutory
review criteria and the Kalispell City Subdivision Regulations. Note that while only
one additional lot is being created, the parent lot, Section 36, has been the site of the
Spring Prairie Subdivision and as such the cumulative n-umber of lots created exceeds
the minimum of 5 for minor subdivision review.
A. Effects on Health and Safety:
Fire: Access to the site will be aria Stillwater Road, a. road that lies both in the
city and the county. An internal pax -king lot and drivinglanes Provide primary
access to the school structure itself. A new station cLirrently under
construction ction will be able to increase the fie safety in the north section o
Kalispell. The subdivision Will be developed in accordance w1th the Uniform
Fire Code and have access which meets City standards. The property does not
have steep slopes or woody i` . is. Hydrants will be reqiaired to be placed in
compliance with the requirements of the Uniform Fire Code and approved by
the Fire Chief. The fire access and suppression system should e instaEed and
approved by the fire department prior to final plat approval because of potential
ro ier .s with combustible construction taking place prior to adequate fire
access to the site being developed.
` o d d: According to the Kalispell FIRM (Flood Insurance Rate Map) Map, this
area is not located in the too year floodplain nor does it have high ground
grater that would lead to flooding.
Roads: The primary access to this site will be from StiRwa.ter Road, a. road that
is generally in good condition for the current levels of traffic. A secondary
access is proposed on West Reserve rive with right in and right out only t m
lanes. Additionally, a. new City street coming from Stillwater Road is indicated
along the so .t em boundary of the parcel but is not being proposed for
development, merely the first 295 feet of this new City street is being proposed
for M*itial construction that will provide access to the parking area for the
school. The impacts associated with this use will be significant and beyond the
ability of the staff to accurately assess. Therefore a recommendation for a full
traffic impact analysis that identifies the -type and volume of traffic and
mitigation measures will be required not only by the City of Kalispell but also

property be developed in full to City standards with the potential for the district

area and the high school complies nth the neighborhood plan and the growth
policy for the area.
G. Compliance with Zoning Regulations
This zoni.ng for this property is R-5 / PUD a MIxd Residential district. The
school district is asking for two amendments to the planned unit development
and hence the zoning for the site. One is an increase in the height 35 feet to
feet. Additionally the district is requesting a Variance to the re ► 'red.
parking from 1,919 spaces to 1,140 spaces that will be handled as a separate
request that will core before the Kalispell City Council for consideration
concurrent with the preliminary plat.
H. Compliance with the Subdivision Regulations
The preliminary plat is in compliance with the State and City Subdivision
Regulations.
RECOMMENDATION
Staff recommends that the Kalispell City Planning Board adopt staff report KPP-05-
3 as findings of fact. and recommend to the Kalispell City Council that the
preliminary plat be approved subject to the following conditions:
1. That the development of the site will be in substantial conformance ce with the
approved preliminary plat which .all govern the general location of the lot,
easements and roadways. (Kalispell Sub. Begs. Appendix C - Final Flat A
Contents of final plat,)
2. That a letter be obtained from the Kalispell Public Works Department approving
the installation of the public infrastructure to the site. Certification from an
engineer licensed in the State of Montana shall be submitted with the final plat
stating that all of the improvements .ave been constructed accordingly. As Lilt
drawings .all be provided to the public works department prior to final plat
submittal. (Kalispell Sub. Begs. Section 3.12 - 3.15).
. That a traffic analysis be performed that assesses the impacts to all of the
transportation systems in the immediate area under multiple jurisdictions with a
single study done under the Montana Department of Transportation's ortation's Systems
Impact Process through the Helena headquaxters office. This woiald be a
comprehensive res ew including biat not necessarily limited to system capacity,,
signal warrants and access issues for west Reserve Drive, Stillwater Road and. the
Bypass including the new City street along the southern boundary of the
property. Impacts and mitigation tion shall be clearly idenffled are.d the study shall be
subject to acceptance by both. MDOT and Kalispell Public Works Department.

On behalf of Flathead High School District No. 5 we are pleased to submit this letter to
introduce an application for a Major Subdivision on Section 36, within the City o
Kalispell. Flathead High School District No. 5 is submitting this application In order to
proceed with the construction of the new Glacier High School, on an easement with
NRC property. The applicant and their design team have been working diligently to
meet the requirements of the City of Kalispell zoning regulations as well as the
requirements o f the "S pring Prain*e PUD"" and the ` Section � 6 Neighborhood Flan."'
Please find enclosed the required submittal materials, including the application,
application fee o $850.00, List of Adjoining Property Owners; and 20 copies of the
Preliminary Plat. In addition to these re d*prod documents we have also included a parking
management plan, 20 colored site plans, and 20 colored exterior perspectives of the
proposed new Glacier High School. We would be happy to provide any additional
supplementary maten*als upon request.
We have included these additional materials to help describe and explain our request for
an amendment t to be made to the PUD. which go ers the current parcel to be subdivided.
The two amendments requested concerns Sections 2.7.08.040 Building Height and
27.26.050 Parking of te Spring Prairie PUD, R- Zone.
The School District requests an amendment to allow the proposed -Foot high two-story
school facility. The zoning regulations currently allows -feet, thus they are requesting
an additional -feet. The building entry Viable, classroom gyring gables, and aymnasium
structure w'i11 all exceed the c rre t allowable height. This I-t de .t High School i
optimally and most economically designed as' a two-story str cture. At one-story control
and travel distances for the new v high school would be sprawling and would take twice the
oot n4nt as shown on the proposed site plan. Due to the size of the -acre lot and the
position of the new building is held back a minimum o -feet from the property line
the -foot total elgt at the entry gable will have no impact o the adjacent properties.

The School District also requests a second amendment to allow 1,140 parking spaces in
lieu of the current zoning regulations requiring 1,919 spaces. The event reaulations
assumes the addition of the maximum event capacities for all assembly spaces plus all
students in the classrooms while school is in session. From an educational logistics stand
point this certainly will not and cannot occur. The school has had preliminary meetings
with the City Planning in responsibly reducing the parking count and has received
positive feedback conceming a variance to provide 1140 spaces. The School District has
provided a proposed parking control plan that shows that even as few as 820-spaces will
adequately handle the campus activities and offers a management system that will trigger
additional spaces if needed and as the school expands in the future. A copy of the plan is
enclosed for you review.

BACKGROUND
The new Glacier High School will be designed for 100 students M the initial years with
expansion up to 1500 students in the out years. In the first few years there will be less
than 1200 students assi ped to this school.
The school will have a gyrn designed to accommodate bleachers for 3500 spectators at
some point in time but will only be outfitted with bleachers to accommodate around 2000
spectators for the first few years. The a dito um will have seating for 550 spectators and
the Black Box Tbeater area will have a nominal seating requirement (- 1 oo seats plus or
Minus).

The initial review of building codes and based on early discussions and meetings with
City Planm*ng officials indicated that the combination of full student loading of 1200
students at a 0 car usage = 480 spaces), plus full staff/visitor parking of 140 dig
school plus -a fall use during school of 26 at a 1 sparking space to 5 person ratio
20 added together would probably drive the parking requirement for this new facility
to be in the bail park of 1140 parking spaces or so. We have subsequently lowered the
number of bleachers, due to budgetary requirements, that we will buy in the early years to
just 2000 vs. 2600 we had initially hoped we could afford with the hope to grow to a
3500 seating capability in the out years* Our view of the use of te new high school in
the early gears based on the low likelihood of big events occumng ding fall school day
occupancy penods and considering our ability to control and coordinate event tiring for
the first 5-7 years would drive us to calculate a need for parking at 620 student and
safIisitors and no event).
There certainly are events that could drive a. much higher spectator number such as once
we reach a full gym bleacher capacity of 3500 that would eve a nog. -school day
requirement for parking of 3500=-- 700 patking spaces for tour ar ent level basketball
games or gradation which are low frequency events that will occur for less than ° of the
year, perhaps even less than that. 'here also could be some less than 100 seating
requirement tyre events in the gym or and itoum ding a school. If we assumed a
school day event and a 0% full gym event that would give us a requirement of 820
parking spaces *.
Note we currently mitigate parking co .cems for these type events at Flathead High.
School by seeking alternative parting locations to assemble people and then bus at our
expense to the event location.. We also have to dedicated sebool resource officers that
advise us and coordinate special traffic issues as needed with city law enforcement staff
DISCUSSION
It is our view that desigrfing for the future is best but budgets often do not allow building
all the needs for the future at one time, so phased approaches are often a reasonable
compromise. In our case we are designing the new high school infrastructure to
accommodate larger student bodies and larger event populations but we do not see in the
near term (5-7 years) preaching the larger numbers m either area. Thus our view is to
allow room to grow and this includes the size of the parking area also. We have 60 acres
of land and all will not be developed for the foreseeable future. Thus we have designed a
balanced facility with flexibility to grow in time.
To this end and specifically relating to the number of pairing spaces we feel that our
calculation of 820 spaces will more than satisfy the spirt and intent of the planning
documents and meet the needs of the students and taxpayers that will patronize the new
high school after hours for the majority of the calendar year. We feel that as the
managers of this public institution we currently schedule events in a prudent manner and
will continue to do so in the future in order to maximize satisfaction by parties involved
and mininu*ze disruption to the community to the maxi urn. extent possible. We do not
want to see anyone hurt or greatly inconvenienced as we too are members of this
OMMU ty.
RECOMMENDATION
Therefore we offer the following parking management plan for consideration:
i Build for the start of school year Zoo' -,boo , 820 paved pang spaces including
the appropriate spaces for ADA issues, parent drop off areas, bus drop of areas
and paved access o degrees around the main school for easy access by all
emergency vehicles.
2) Build the parking areas in accordance with PUD requirements (paving, curb,
lighting, landscaping, etc
3) Aloes room for pang expansion based on future expansion of the facilities.

4) Implement an inter -local Parking Management Prograrn between. School District
and the City of Kaispe to monitor, record and report per'o ica l at SI
cost) the average and peak parking uses at the new high school.
5) Implement controlled parking areas with a pass, permit or some other measure to
ensure that the available parking spaces are being utilized appropr *ate.y.
6) Implement a parking enforcement system that has appropriate signa e to wam
vehicle users of consequences and them actively enforce these rules and cite and
tow violators.
7) Implement active, visible parking management ement staff for high parking everts to
direct traffic, allow vehicles with appropriate passes pernits to park and direct
those without proper pennits to altemat ve parking locations.
8) Issue a report at the conclusion of each high traffic evert on the lessors learned
and take corrective action to prevent reoccurr aces of negative parking/traffic
co .cer s (by better communication with parties that will participate M these
everts).
9) Work with the City to develop a phased trigger process that once the demand
begins to exceed (ors some higher percentage basis) what is gently it place for
parking, that within some reasonable per'od of time (probably 5 years to allow for
accrual of ids for construction) additional paved parking will be added.
1 o Hold a periodic meeting of the ,parties to communicate the status of successful or
unsuccessful implementation of these parking management program items for
planning of the next step with reports being offered to the Board of Trustees and
the City Council by the appropriate official of the other organization (i.e. the
SD#5 official will report to the City Council and the City Representative will
report to the School Board).

A request by Hetage Investors for a conditional use pest to allow the
epa .s o . of Heritage Place, a nursing home located at 171 Heritage Warr
Kalispell- The applicants propose to e.Vand the e_ sting 114 bed facility by
adding an additional 28 beds. The property is zoned H -1, Health Care, wl-Ach
lists nursfg homes as a conditionally er .itted use. The property is located at
the northwest comer of Heritage Way and Windward Way and can be described as
Heritage Place Subdivision in a portion. of Government Lots 3 and 6 m Section ,
Township 28 North, Range 21 West, .M.M., Flathead County, Montana.
2. A request by the School District No. 5 for preliminary plat approval of Glacier
High School, a one lot subdivision conta' g apprommately 60 acres. This one
lot subdivision is �rteded for development of the new Glacier High. School. The
property can be described as a portion of Assessor's Tract 5 located in the NW
quarter of Section. 36, Township 29 North., Range 22 West, P.M.M. , Flathead
