BACKGROUND: This is a proposal to amend the Kalispell Growth. Forney 2020 by
including ap rom'mately 2,560 acres in the Potential Utility Ser e Area for Kalispell
and assigning are appropriate land use upon annexation to the city. Consideration of
the plan amendment is a follow-up to the annexation of property located at Rocky Cliff
Drive and Demersville Road where City utilities anticipate to be extended. It is
necessary for the property to be included within Kahspe]J's Growth o .ey in order to
provide it with are appropriate basis for zonmg. The planning board has held several
work sessions M consideration of this proposal including a joint work session with the
Flathead County Planning Board.
The proposal has been initiated by the City of Kalispell as part of the update of the
Kalispell Growth Policy 2020 adopted February 18, 2003. It would be the intent of the
City to expand their Potential Utility Service Area and provide are appropriate land use
designation that would be used in the event that property is sexed into the city.
The expanded potential utility service area also expands the boundaries of the
Karns el.l Growth. Policy. The groom policy is used as a basis for assign fig zoning, for
anticipated expansion of the city limits and as a means of managing growth.
This amendment is generally in response to the recent annexation of property located
on the northeast corner of Rocky Cliff Drive and emersvill.e Road known as old
School Station which contains approximately 55 acres. It is anticipated that City
water and sewer will be extended to the site and the property developed as are
industrial park. Currently the groom policy boundarypotential utility service area
lies ap roxnna.tel y one mile now of Rocky Cliff Drive, It may be noteworthy that
Rocky Cliff Drive was Previously the southem boundary of the joint planning
jun'sdiction or the 1 ahs el City -County Planning Jun'sdietio . Boundary that was
changed in January of 2002 when the Count` withdrew from joint plarming with. the
city.
The area included within this particular amendment is a prommately one mile east of
HvT 93 South and two miles west of Hwy 93 South down to Rocky Cliff Drive.

Extension of City severer to the area is a consideration eratlon for this proposal and o 1. be
critical to the development of the area. Extension of water and sewer to the area from
its current location near Lower Vey Road and Hwy 93 south would be within the
State highway right -of -moray along Hwy 93 South..
The overall concept for the development of the area would be to provide are industrial
area along either side of the Hwy 93 corridor are.d suburban residential uses further to
the east and merest which would be constrained by steep slopes, floo l Lain and existing
development.
This site is currently being used for a nu*x of industrial, commercial, residential and.
agricultural uses. There is a mix of zoning that reflect those uses. Most ofthis
property is currently located in the Lower Valley Zoning District or the West Side
Zoning District. The current County owing regulations applicable to this area do not
anticipate public water and sewer systems as part of the development and
infrastructure for the area. The land use designations and applicable City zoning
would only take place upon annexation to the City,
The planning board held a public hearing on October 11, 2005 regarding this matter
and will be forwarding a recommendation to the city council cil. for consideration at the r
regular meeting of November -7, 2005. The minutes and transmittal from that meeting
have not been prepared. Attached with this memo are the outline of the growth policy
amendment and map considered by the planning board.

RESOLUTION of INTENTION To ADOPT, REVISE OR REJECT A
RECOMMENDED AMENDMENT To THE KALISPELL GROWTH POLICY 2020,
w ERAS, the Kalispell Growth Policy Zoo was originally adopted by the Kalispell City
Council on February 18, 2003, and
WHEREAS, the City of Kalispell, on the 1 st day of June, 200 5, made an application to amend said
Growth Policy by including approximately 2,560 acres in the Potential Utility Service
Area and assigning an appropriate land use upon annexation to the city, and
WHEREAS, the area included is approximately roxir ately one mile east of Highway 93 South, two miles
west of Highway 93 South, and one mile nortb of Rocky Cliff ' Dave, and generally
includes Sections 301 3 1, 32 and 3 3 in Township 2 8 North, Range 21 west, P.M.M.,
Flathead County, Montana, and
w R]E. S, on October 11, Zoo 5, the Kalispell City Planning Board held a public hearing, after
due and proper notice, received public comment upon, and reviewed Kalispell
Planning Department report KG .-0 -1, which evaluated the proposal based upon
the goals and objectives of the Growth Policy, the purpose of zoning and current
circumstances in the planning jurisdiction, and
WHEREAS, at the conclusion of said public hearing; and after consideration of the proposed
amendment, the Kalispell City Planning Board adopted report #KGPA-o 5 - 1, as the
endings of fact and recommended approval of the proposed Growth Policy
amendment, and
WHEREAS, the City Council of the City of Kalispell considers it advisable that they consider the
proposed Growth Policy Amendment and the recommendations of the Kalispell City
Planning .board, and adopt a Resolution of Intention to Adopt, Revise or Reject a
Proposed Amendment to the Kalispell Growth Policy 2020.
Now, THEREFORE, BE IT RESOLVED Y THE CITY COUNCIL of THE CITY of
KALISPELL, AS FOLLOWS:
SECTION 1. That pursuant to Section - l - o , MCA, the City Council of the City o
Kalispell intends to consider a proposed amendment to the Kalispell Growth
Policy 2020, and a recommendation by the Kalispell City Planning Board to
grant said amendment, said amendment ent consisting of including
approximately 2, o acres in. the ote .tial Ttility Service Area and assigning
an appropriate land use axon annexation to the city.
SECTION 11. At the next regular meeting of November 7, 2004, the City Council will
consider Resolutions to Adopt, Revise, or Reject said proposed amendment.

This amendment t to the Kalispell Groff Policy 2020 adopted e r ary 18, 2003
would be in addition to the existing goals, po cies, text and maps.
The Highway 93 South. Corridor is recognized as a major arterial within the larger
Kalispell area and as such .its integrity in moving traffic is a primary goaJ. It is
recognized that development will occur along this corridor that will contribute to a
local and regional economy in commercial, industrial and residential aspects.
Issues:
1. Development along the Hwy 93 South corridor has the potential to compromise, the
pn
mary objective of the roadway to move traffic because of additional accesses
associated nth new development.
2. Corridor development can oftentimes lack quality landscaping, parking, lighting
and architectural design.
3. Adequate utilities, services and facilities are presently limited.
4. Lack of are e.-,dstin grid street system. contributes to the potential problems
associated with additional accesses being created along Hwy 93 as new
development occurs.
5. Topography and ether natural features in this area such as the 100 year floodplain
limit where development can occur.
. Lineal development along highway corridors generafly contributes to traffic
problems and conflicts associated with single accesses, visual clutter and a
diminished quality of life.
. Because of the rapid growth and development �.r� the area, the community
oftentimes ends up responding or reacting to a specific development proposal
rather than anticipating where development ill occur and being prepared to
provide services.
Goals
1, DEVELOPMENT ALONG THE HWY 93 SOUTH CORRIDOR SHOULD OCCUR IN
AREAS WHERE PUBLIC SERVICES, UTILITIES AND F ACI TIES ARE AVAILABLE
CAR CAN BE PROVIDED.
2. NEW DEVELOPMENT WHETHER COMMERCIAL, INDUSTRIAL OR RESIDENTIAL
SHOULD BE OF HIGH QUALITY IN DESIGN AND ARCHITECTURAL QUALITY.
3, INDUSTRIAL DEVELOPMENT SHOULD BE ENCOURAGED N THE AREA SOUTH
OF THE FOUR CORNERS COMMERCIAL POD RATHER THAN GENERAL
COMMERCIAL DEVELOPMENT.

5. Ensure that large scale developments adequately anti ate impacts associated with
traffic are.d the provision of services to the area..
. Avoid inappropriate development of general commercial type uses along the
highway corridor south of the Four Comers commercial and favor the
development of light M'dustrial an e-commerce based businesses instead.
. Continue to coordinate land use policies with Flathead County and Lakeside Sewer
District to insure re that new development along the Hwy 93 South corridor is served
y public water and sewer.

. Continue to review, revise and update standards, policies and regulations that will
insure high quahty development that meets the needs of the local and regional
