Hansz, P.E., Director of Public Works SUBJECT: Men4dian Road Project, l eeri Supplement 10 MEETING DATE: November 21,2005 BACKGROUND: The Meridian load project is under construction and proceeding on schedule. The engineering .for this M.DT project was actually performed under a City -originated design contract with Robert 'eecia and Associates. The contract has spanned nn.any years and a. number of supplements to the contract were required to complete the project design.. Supplement #9 was approved by City Council October 18, 2004. Following that contract modification, MDT requested additional changes to the proeet documents. This was deemed necessary to allow greater bid flexibility to match available funding in the event that bids exceeded available funding. The additional changes require an additional contract modification'. number 101, to cover the consuItant`s additional work. Supplement # 10 was forwarded to M.DT for review by the Consu ltan.t Plans Division, The review is complete and M.DT has issued them- opinion that the consultant's request is reasonable. The total of this supplement is $54,248.00. The supplement and the MDT eoneurrence letter are attached for review. It should be noted that none of these engineering casts are paid by Kalispell. All engineering costs are paid y MDT from funds allocated for this project. R-ECoMMLENDTON: Approve Supplement #10 STPU 1 for North :Meridian Road Kalispell. Robert Peeeia & Associates RPA submitted Supplement 10 to the MDT with a copy to Jim Hansz with the City of Kalispell on March 23, 2005. Since that time RPA has continued to work on this project and address comments received in order to ex dit the Process to ensure that s this project would remain i n n the June 2 ' 2005 letting. RPA also submitted a reprised Supplement #9 on September 30, 2004 that was approved. This supplement had a list of Activities completed, or to be completed by RPA. It was RPAs intention that this supplement would cover all remaining work so no more supplements would be necessary. Unfortunately, the estimate could not foresee all the required work directed by the MDT. The specific areas that were inadequate were Activities 6, and 7. If you read the revised Supplement #9 request you will see that RPA guardcdly makes this statement. These areas that were inadequate are covered in Activity 3 in the revised Supplement 1 . This Activity 3 is also the activity that refired the most time. RPA received an e-mail from MDT on December 15, 2004 stating that this project was to be in the April 2005 letting and that they needed the plans by January 14t,2005. RPA submitted 10 copies of the Final Flan Package on January l ' , 2005. Since that time the letting date has been P.O. Box 5653 moved and is currently set for June 2 " , 2005, with a. Shove below is a summary of the plan updates/changes that have been submitted to the MDT. There has also been numerous meetings and correspondence between RPA and various MDT personnel to resolve many'issues. Issues ranged from contaminated soil, truck turning movements, ADA, retaining walls, and other miscellaneous items, These issues were resolved in an expedited order to keep the project in the June 23rd, 2005 letting. ■ Updated Environmental Permits and Erosion Control Flans. Submitted files o January 2, 2005. ■ Updated electronic files to work on MDT" s system. Submitted files on March 1 , 200 . ■ project split into three phases. Submitted files on March 31, 2005. ■Updated Intersection on S-2 (Idaho) and Meridian. Submitted files on April 1% 2005 ■ Updated plans per miscellaneous comments received in an a -maid. dated April 25, oo . Submitted files on April 27, 2005. Received the M T's preliminary (blue) plans and special provisions from contract plays on May 11, 2005. This resew set of plans is the last chance to male changes before the plans are made available to the public. Received comments from various MDT personnel through elmails and made the necessary changes/updates. Submitted files on May 17, 2005. The attached spreadsheet has four Activities showing the additional work completed (beyond Supplement associated with this revised Supplement # o. 1. Utility Construclability Issues a. This item was brought up at a utility meeting in Kalispell on September 14,o. It had to do with shifting the common utility trench west 2m away from an existing sanitary sever lire. The time involved coordination and .meetings with agencies and ROW blue sheets for the additional utility easements. 2. Environmental pernitt ng a. This hem required the permits and plans to be updated to current standards since this project has been around for are extended period. This item required plans and quantities to he updated for'Surfacing, ,FDA, Signing, Pavement Markings, and other miscellaneous items. . Additional coordination meetings. e. Updating the NE quadrant of US-US-2 and Mef dian Intersection. The original traffic report stated that this project was designed to accommodate W- 15 design vehicles. However, after meeting with MDR' traffic personnel it was decided to upgrade this intersection to accommodate a WB-20 design vehicle. The existing northbound lane on Meridian Rd is wider than normal,, therefore larger trucks can make this turn. Hence the MDT wanted to perpetuate this tuming movement. d. Updating plans as per comments received. . Project Split from two phases to three phases. a. RPA was notified to split the lighting and signal at Liberty St. into a 3 d project on March V 2005. RP . completed these changes prior to being notified that this was not necessary. The final date for plan revisions/changes (blue sheets) has passed. Blue sheet comments were to he completed and submitted to the MDT by May 18, 2005 as per a letter from Tim Conway dated May 11, 2005. RPA submitted the final plan updates on May 17, 2005. Therefore our work 'in this revised supplement is approximately % complete. The only additional item is some mir or coordination meetings s and attending the pre -bid conference on June 6 1h 2005 in Kalispell. If any additional work outside of these supplements is required RPA will notify the MDT and City of Kalispell prior to beginning any work. We truly appreciate your consideration in this matter.
