Patrick, City Manager SUBJECT Flathead Valley Community College - Annexation and Initial Zoning P-1, Public, Hwy 93 and Grandview Drive MEETENG ATE: November 7, 2005 ACKGR LTN: This is a request by the Flathead Valley Community runny College for annexation and an initial zonm'g designation of P-1, Public, on appr mmately 6 acres. The property is located on the east side of Hwy 93 and on the north side of Grandview Drive. The college pans to begin the expansion of the campus this spn'n and would like to connect to City .xti ltres. The Kalispell Plying Board held a. public hearing . on October 11, 2005 to consider the request. The staff evaluated the request are.d recommended an initial zoning designation of P-1, Pubhc, based upon the use of the property and the Kalispell Growth. Pohcy. Staff further recommended that the college initiate a zone change on the existing college property to rezone it from - , Suburban Residential, t -1, Pubhc During the public hearing, Jane Kara.s, college president, spoke on behalf of the college and asked the planning board for their favorable recommendation. She also asked that if the college were to initiate the rezoning on the property, that the zone change fee be waived. There was no one else who spoke either in Favor or i o pposition to the prpsal. After the public hearing the board discussed the college property, its expansion and the road network in the area. A motion was made and passed unanimously to forward a recommendation that i�.t.ia.l zoning r this property should be - 1, Public, upon annexation to the city. Further the board would recommend that the zone change fee for the college be waived. RECOMMENDATION: A motion to approve the first reading of the ordinance for initial zoning and waive the zone change fee would be in order.
